Operations Officer/Assurance and Quality Control/Mentor EOD/CIED - French Speaking

Overview Of The Position: 

In Mali, the client supports the Action Service of the United Nations mine action program (UNMAS), which takes its principal resolution SCR 2227 (2015), to contribute to the following objectives, namely: (i) reduce the threat may incur MINUSMA and the UN staff by providing specialized training, equipment and supervision of fighting international engineering teams responsible for EOD and C-IED operations, and the awareness of the United Nations risks personnel. (ii) strengthen national capacities to mitigate the explosive threats through support advice and technical assistance to the Forces of Defence and Security of Mali (MSDS) and advisory support to the National Commission against the proliferation of small arms and small arms (CNLALPC), and (iii) improving the protection of civilians by supporting and affecting international demining operators in priority areas contaminated central and northern Mali for educational operations and risks pollution.


Role objective:
Under the general supervision of the Head of Capacity Development Project, and the direct supervision of the Chief of Operations, Operations Officer EOD ACQ/C-IED provides advisory support and technical assistance in ACQ and the personal mentoring of EOD groups GTIA Defence Forces and Security of Mali (MSDS). The Operations Officer is also in charge of delivering training EOD / C-IED as required by the Capacity Development Project.


Expected output:
Coordinate efforts in the area of capacity building relations in mine action and against the risks posed by explosive ordnance (EOD and IED) in coordination with the Project Manager.


Coordinate all operational activities related to mine action and against the risks posed by explosive devices as directed by the Head of Operations and Project Manager in its deployment area.


Manage the supervision contracts with all partners in the field of mine action and against the risks posed by explosive devices to ensure contract compliance;


Ensure interaction and maintain close and effective coordination with the MSDS on the strengthening of capacities for mine action and against the risks posed by explosive devices;


Perform quality assurance management of visits and ensure that this system be applied in a fair and equitable manner;


When necessary, refill the investigative role for commissions of inquiry.


Responsible for the control and the security of explosives used by partners;


Understand the Mine Action International Standards (IMAS); ensure that the training and standard operating procedures relating to training of MSDS and mine action organizations and against the risks posed by explosive devices are in compliance with IMAS and they allow the safe and efficient workflow.


Provide advisory support and technical assistance for capacity assessment elements of the MSDS;


Provide advisory support and technical assistance to the MSDS in matters of information management (compilation and reporting of incidents / interventions);


Train - upgrading, training and training of trainers - selected mentor and staff of MSDS in the following areas:


Knowledge of the threat from Explosive Remains of War (ERW) and Improvised Explosive Devices(IEDs) in Mali;


Identification, basic knowledge of ammunition, explosives and fireworks;


Prevention and backup after the discovery or suspicion of an ERW or IED;


Recognition Neutralization Removal Destroying Explosives equipment (ODL);


Excavation and research including advanced searches (SEARCH frame C-IED);


Intervention, neutralization of IEDs (I-IEE);


Investigations after explosion crater analysis in support of the technical and scientific police;


Quality management;


Provide advisory support and technical assistance as part of the validation process acquired at the end of training;


Collect, process, consolidate and archive lists of names of personnel who have received training - and those involved in the qualifying process;


Prepare and submit administrative documents management and attended training on the terms in force;


Prepare and submit the minutes of training on the terms in force;


Facilitate the interface with the hierarchy of the Joint Tactical Force (CATF) in the deployment area and the team of the Capacity Development Project;


Ensure compliance with international standards and reference standards;


Provide strategic intelligence and make proposals to adapt the response to changing circumstances and needs;


Work independently and to report on progress, achievements and constraints;


Report immediately any anomaly that may affect the support provided;


Assume other duties in the job and the needs of the hierarchy.


Project reporting:


Collect, process, consolidate and archive lists of names of personnel with training and / or refresher training to the Project Manager;


Prepare and submit paperwork preparation, management and follow-up training on the terms in force;


Prepare and submit the minutes of training on the terms in force;


Prepare and submit to the Project Manager a weekly report of activities conducted and information in case of deviation from the initial plan.

ESSENTIAL EXPERIENCE

Education:
Bachelor's degree in any discipline and/or Diploma in any discipline.


Work experience:
Minimum of 7 years of demonstrable relevant Mine Action experience and/or minimum of 9 years of demonstrable relevant Military experience.


Geographical experience:
Minimum of 1 years of experience in Africa with local experience in Tessalit is an advantage.


Languages:
Fluency in French (essential) and English (desirable).


Key competencies:
02 years’ experience in technical EOD (or CMD) and I-IEE (I-EDD) (urban site and external operations);


02 years of training experience / instructor operational teams and EOD C-IED;


01-year experience with technical assistance in defence and security forces in Africa or the Middle East.


Driving Licence internationally recognized

Higher Ed. Diploma or military equivalent with 5 yrs experience in EOD/CIED, or Undergraduate degree or military equivalent with 7 yrs of experience in EOD/CIED, or Military Experience at sub officer/officer equivalent with 9 yrs experience in EOD/CIED
