Manager, Security Operations - TFM

The Security Manager is responsible for ensuring the safety of employees, dependents and visitors, the physical security and business continuity of the operation, the preservation of value against losses, and the protection of TFM’s corporate reputation. These outcomes are achieved through planning and implementation of best practices by the TFM Security Department, and through support and advice to the TFM leadership team. A major focus is assuring training and development of Congolese Security staff, and effective liaison with Congolese authorities supporting concession security.

Essential Functions:
Leadership and management of the guard force of approximately 800 TFM and contractor employees and government security forces, including execution of security tasks to the appropriate standard at fixed installations, roving patrols, a security operations center, and investigative and analytical functions.
Ensure compliance with applicable international and local laws (including FCPA and commitments of Voluntary Principle member companies), as well corporate directed policies and regulations concerning working with private security companies and governmental organizations.
Participate in joint information collection and analysis efforts targeted at providing timely and accurate assessment and warning of developing security threats.
Advise and support to the TFM leadership team on security matters, and ensure that security is incorporated in routine operations, forecasting, and strategic planning.
Plan, develop, and effectively implement training programs for internal and external security forces.
Plan for emergency preparedness and contingencies, and function as a crisis management team member. Develop and maintain security portions of civil disturbance contingency plans, and assist in development, rehearsal, and preparedness of site evacuation plans.
Ensure theft, fraud and loss prevention measures are properly implemented, and that company-wide awareness programs are in place and effective.
Conduct security assessments for TFM departments, keep abreast of best practices and emerging security technologies, and ensure that TFM-wide security awareness programs are implemented.
Liaison effectively with local and regional civil authorities, police, military, and community groups. Work closely with these groups, and with the Community Relations team, to address issues in the community before they become security problems.
Prepare, perform analyses, and report data to management.
Develop, plan, and implement an annual operations plan.
Responsibility for the security across a geographically large area, and including frequent interfacing with local elected officials, bureaucrats, and police and military officials.
Responsible for training and development of a multi-cultural workforce.

Qualifications
Bachelor’s degree or equivalent is required.
Fifteen years plus overall experience, with a minimum of five years in direct leadership roles in https://fmi.taleo.net/careersection/External/jobdetail.ftl?job=1601354&lang=en, as well as a demonstrated ability to work, lead, and train subordinates in an international setting.
Experience in two fields of military/law enforcement/industrial security/investigation/government relations is required; additional skills in the areas of business, contracts, operating in developing countries, intelligence analysis, logistics, risk assessment, or international law beneficial.
Good understanding of FCPA requirements is required; experience familiarity of Voluntary Principle requirements, and a sound understanding and experience with working under Memoranda of Agreement with government agencies desired; familiarity and understanding of collective labor organizations and agreements beneficial.
Knowledge of the culture, habits and behavioral norms in the DRC is desired, as well as an understanding of Congolese political, government, military, and police organizational structures.
Excellent communication skills required, along with good computer and technology skills.
Excellent interpersonal skills, including working with differing cultural backgrounds, are required.
Experience in assessing needs, developing, and implementing training programs is required.
Sound knowledge of best security practice, procedure, and technology is required. Facets include operations center management, personal security, physical security, access control, counter-terrorism, contingency planning, crisis management, investigation management, loss and fraud prevention, and transportation security.

Preferred Qualifications
Fluency in French and English (both verbal and written) is desired.


Criteria/Conditions
Position involves work to be predominantly executed in rural areas of the Democratic Republic of the Congo. Resources can be limited, so the candidate must be a self-starter, have good personal organization skills for managing activities across multiple sites and in challenging circumstances
Work is in a mine or manufacturing plant setting, which may include exposure to extremes in temperature and humidity, moving mechanical parts, risk of electrical shock, toxic chemicals, explosives, fumes or airborne particles
While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs and ladders, work on elevated platforms, talk, hear and see
Occasionally may be required to lift moderately heavy objects up to thirty (30) pounds during the course of the workday
Personal protective equipment is required when performing work in a mine, outdoor, manufacturing or plant environment, including hard hat, hearing protection, safety glasses, safety footwear, and as needed, respirator, rubber steel-toe boots, protective clothing, gloves and any other protective equipment as required
