Job Summary/Background

The position of Global Security Learning & Training Advisor will assist CRS to continue to access vulnerable populations within an acceptable level of risk through:
the provision of strategic direction to the implementation of the CRS Security Learning and Training Procedure and monitoring of same;
active participation as a member of the CRS Headquarters Security Team (including deputising for the Director or Senior Global Advisor as required);
the provision of technical advice on security learning and training and the direct provision of actual training
the strategic development of associated training approaches and training materials to facilitate the implementation of the CRS Security Learning and Training Policy.

This position will collaborate with those with a responsibility for security at HQ, Regional and Country Program levels as well as security advisors and staff from other NGOs and other sectors to assist CRS to continue to implement programmes within an acceptable level of risk.

Job Responsibilities
Strategic direction for the implementation of the CRS Security Learning and Training Policy and monitoring of same
Develop ongoing strategic plan for implementation of the Learning and Training Policy
Expand the use of proven approaches to delivery of training considering best practice in the field
Strategic development of CRS security training approaches and associated training materials, Communicate strongly to all key stakeholders on the plan for implementation and establish country programme and regional ownership
Coordinate with Regional Offices and Country Programmes
Establish a quality control system to ensure required standard in the delivery of security training within CRS by suitably qualified security trainers and measure same on an ongoing basis
Evaluate effectiveness of security trainers
Develop a system to monitor the degree to which regions are complying with the requirements of the Security Learning and Training Procedure
Network with appropriate organisations and individuals to assist in keeping CRS up to date with current best practice in the security training field
Develop opportunities to integrate security in general management and in programme planning in CRS, utilising existing set piece management and programme planning meetings and conferences
Create new opportunities for learning for security practitioners within CRS – support a CRS Security Community of Practice
Active participation in the CRS HQ Security Team
Deputise for the Director or Senior Global Advisor as required
Be part of HQ Security Focal Point rotation
Provision of technical advice on security to regions, country programmes and individual staff
Network with global INGO security sector and assist in maintaining best practice within CRS. Conduct technical visits to country programmes to support technical excellence in security assessments, security training and ongoing programming within an acceptable level of risk
Technical advice on the provision of security learning and training and the provision of actual training
Lead and participate in management teams to oversee the delivery of security training at Regional and Country Programme level
Deliver or assist in delivery of security training at regional and CP level
Facilitate the completion or the development of necessary materials (trainer of trainer guides, on line training modules, training curricula, security guidelines etc.)
Knowledge Management and Monitoring, Evaluation, Accountability & Learning
Support the design and development of implementation research to advance CRS’ work in security training
Ensure key successes, promising practices and lessons learned on security training are documented and disseminated internally and externally, including publication in peer reviewed journals
Develop security related content for materials to support discussions with peer and donor organisations.

Possibly supervising the Security Analyst – Communications and Technical Support depending on the needs of the team.
Key Working Relationships

Internal: Director Risk Management Staff Security , Senior Global Advisor Security and Staff Safety, Members of HQ Security Team, RDs, DRDs MQ, CRs, HoOPS, Regional Security Managers (where they exist), Regional Security Focal Points, Country specific Security Managers (where they exist), Country specific Security Focal Points

External: Interaction Security Group, EISF, UNDSS, USAID Security, OSAC, International SOS and Control Risks.

Qualifications
Bachelor’s degree in a field relevant to CRS field operations. Masters preferred.
8-10 years of relevant experience including a minimum of 4 years of experience working in the global training sector and 4 years of experience working in the global security sector preferably with an INGO.
Understanding of technical principles, theories, and concepts in the learning and training field.
Understanding of technical principles, theories, and concepts in the INGO security field.
Track record of successfully developing and implementing a learning and training initiative at organisational level.
Expertise in the development and production of curricula, tools, and products to support learning.
Sensitivity to how security concerns can, in certain circumstances, impact differently on men and women.
Experience working with local partners in the developing world – government, faith-based and civil society.
Personal/Professional Knowledge, Skills and Abilities
Excellent written and oral communication skills.
Excellent training and facilitation skills.
Proven ability to work effectively as part of a multidisciplinary/multicultural team.
Excellent organisational and planning skills; self-motivated and able to work under pressure.
Strong leadership, teamwork, coordination, interpersonal and negotiating skills.
Strong analytical skills, sound judgment and the capacity to think and plan strategically.
Computer literacy and familiarity with Microsoft Office, including PowerPoint presentations, spreadsheets and budgeting.
Physical Requirements/Environment
Normal conditions akin to office environment;
based in Baltimore at CRS Headquarters;
Telecommuting can be discussed;
Willingness and ability to travel extensively and at short notice required (30% of the time).
Foreign Language Required
Fluency in English (FSI S/R 5).
Professional proficiency in French desirable a knowledge of Arabic and/or Spanish and advantage and Spanish desirable (FSI S/R 3).
