About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with USAG-Yongsan, Dir of Plans, TRNG, MOB & Security, Plans/Operation Division, Yongsan, Republic of Korea.

DUTIES
Serve as a Security Specialist for one or more security programs (e.g. Information Security, Industrial Security, Personnel Security or their associated training requirements) defined by the AR 380-series regulations.
Establish and maintain an effective and efficient security program within the installation. Interpret higher level guidance and promulgate implementing directives and guidance to the Army organizations on the installation.
Provide definitive technical advice and assistance to senior authorities and the installation workforce regarding establishment of a comprehensive security program that does not unduly hamper command/activity operations.
Provide program oversight of the implementation processes at the installation. Administer policies, practices and metrics which reflect the security posture of the garrison and tenant activities on the installation.
Conduct analyses to identify program issues and develops/implements remedial actions. Advise the supervisor of recommended policy/procedural changes.
Evaluate security program resources within the installation and initiates programming, budgeting and manpower actions to address requirements.

QUALIFICATIONS

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Intelligence-related security work with experience applying security principles and concepts for a Personnel Security Program and one or more additional security programs (e.g. Information Security, Industrial Security, and SETA).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge of Intelligence Related Personnel Security Programs
Knowledge of Information Security Programs
Knowledge of Security Functions

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

Possess a Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree
