Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.

While the ECCC is established as a national Court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court's operations.

Responsibilities
Under the general direction of the Chief, Security and Safety Section and the direct supervision of the Compound Security Officer, the incumbent is responsible for the following duties:

•Supervising all national and international SSS UNAKRT Security Officers assigned to the Security Operations Centre (SOC); ensuring that all SOC assigned equipment and systems are well maintained, functioning, and tested; coordinating, on a day-today basis, with the SSS UNAKRT Compound Security Officer the implementation of premises security operations and monitoring of physical security, communications and fire safety systems in place.
•Reviewing, updating and implementing the SOC Unit’s specific work and project plans as well as the SOC Unit SOPs and Post Orders.

•Assisting in establishing policies and procedures for crisis situations and preparing contingency plans for emergencies; ensuring that SSS UNAKRT SOC emergency preparedness and incident response guidelines are effectively implemented.

•Ensuring, in coordination with United Nations Department of Safety and Security (UNDSS), the establishment, maintenance and testing of the UNAKRT Emergency Communications System (ECS).
•Developing, implementing and supervising UNAKRT field mission tracking and radio communication monitoring mechanisms; ensuring radio communication training is provided to drivers, Wardens, and other VHF users, as required.
•Monitoring and ensuring adherence and compliance to SSS UNAKRT safety and security plans, Standard Operating Procedures and UNSMS Minimum Operating Security Standards (MOSS).
•Implementing security and safety training for UNAKRT personnel, ensuring UNAKRT personnel receive safety and security briefings upon arrival and are kept informed of matters affecting their safety and security; providing, as required, additional safety and security briefings and training to UNAKRT personnel.
•Assisting, when required, in coordinating and implementing the UNAKRT Warden System; maintaining and updating the UNAKRT Zone Warden Database; ensuring that all Zone Warden/Deputy Zone Warden posts are filled ; providing requisite training and support to UNAKRT Zone Wardens/Deputy Zone Wardens; organising and implementing, in compliance with MOSS standards, UNAKRT Warden Exercises and ensure that After-Action-Reviews are submitted, and the lessons learned/recommendations are identified and implemented; liaising on an ongoing basis with UNDSS Cambodia on Warden System relevant security matters, such as updating of concentration points, assembly points, etc.
•Assisting, when required, in coordinating and monitoring the implementation of UNSMS Residential Security Measures (RSMs); conducting briefings for all UNAKRT personnel on the RSMs policy and guidelines, organizing and implementing residential security surveys for UNAKRT personnel and recommending, in accordance with the UNDSS established policy and guidelines and physical security mitigation measures.
•Organizing and maintaining SSS UNAKRT country files (assessments, security plans, updated contact lists, security advisories, maps, etc.).
•Preparing and submitting the SOC weekly output reports.
•Performing any other duties as assigned by the Chief Security and Safety.Competencies

Professionalism: Excellent knowledge of guarding and security operations, combined with a solid background of military, police or other security specialization (UN security); good technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, weapons and other sophisticated devices encountered in premises security operations; ability to deal with stress factors when encountered;

Communications: Strong written, verbal and presentation skills and the ability to deliver information as required;

Planning and Organization: Ability to develop clear goals and prioritise activities. Monitors and adjusts plans and uses time efficiently.Education

Minimum high school diploma and relevant field and/or military or police academy training. A valid driver’s license is a requirement.Work Experience

At least 6 years of substantive experience in the United Nations security management system. Fire and Safety training would be considered an asset.Languages

UNAKRT/ECCC official languages are English, French and Khmere. For this position fluency in spoken and written English is required; knowledge of a second UN language is an advantage and sometimes a requirement. Fluency in the local language would be highly beneficial.Assessment
