This position is located in the African Union - United Nations Mission in Darfur (UNAMID). Under the overall supervision of the Chief Security Advisor (CSA), the Security Officer, FS-4, reports to a senior Security Coordination Officer, on all security operations as assigned.

Security Responsibilities

Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties:
•Assists the CSA/DCSA/Security Coordination Officers in the supervision of a Security Unit, as assigned;
• Maintain an Updated list of all staff in the team site, including all the details of visiting mission and consultants.
•Ensure that UN and AFP staff members are kept informed of matters affecting their safety and security and making appropriate arrangement for briefing newly arrived UN and UNAMID staff.
•Establish security coordination/liaison with the local security authorities, as well as the different factions operating in the AOR. Develop good contacts with national law enforcement agencies, with a view to obtain the best possible protection for staff members deployed in the team site as well as UN staff on mission.
•Monitors air, land and sea emergency evacuation capability; assist, conduct of evacuation exercises;
•Assists in the evaluation accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System;
•Assist, prepare and maintain an updated security plan including contingency plans for the team site in accordance with UN security guidelines.
•Cooperate closely on security matters with the team site PKF/Police component, Agencies Fund and Programmes, (AFPs) and INGOs operating in the area to ensure the best possible coordination on security related matters, achievement of UNAMID mandate, safe delivery of UN programmes and other humanitarian activities;
•Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
•Assists senior Officers in briefing to the CSA or Deputy CSAO on the status, activity and requirements of the unit;
•Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary;
•Conducts routine physical security inspections of facilities;
•Assumes responsibility for guard force supervision; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
•Provides advice and training to UN personnel and eligible dependants on security matters, as assigned;
•Investigates security-related incidents involving UN personnel, project personnel or eligible dependants;
•Conduct periodic assessment and surveys on MOSS and MORSS at the team site, AFP sub offices and staff, recommend and advice on compliance of the same, follow up and report to the sector security HQ;
•Assists in planning of protective services for Senior UN Officials, as necessary;
•Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
•Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
•Coordinates issuance of identity cards, background checks and entry controls, as appropriate;
•Sets up and manages a warden system according to policy;
•Acts as Duty Officer within the Security Section, if needed;
•Performs other duties as required.

•High school diploma or equivalent technical or vocational certificate
•UN DSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Close Protection Officers Course, Security Investigation.Work Experience

•A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required; of which
•A minimum two years of experience in security operations centres or similar within a military, police or security organization is required; and
•At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of a second official United Nations language is an advantage.Assessment
