Safety & Security Advisor , South Sudan

We are seeking a highly motivated and experienced Safety and Security Adviser (SSA) to lead on the implementation of NP’s safety & security policies to ensure that every effort is made to mitigate risks of harm to NP personnel. The SSA is a member of the South Sudan Senior Management Team. He/she will advise oversee and drive the continuous development of NPs safety and security practice ensuring that policies remain current and the in-country mechanism for implementation and enforcement is functional and realistic. He/she will facilitate an ongoing culture of learning and improving as it relates to safety and security and will prioritize ongoing training as a key strategy for improved security conditions.

The SSA is a champion for a sustainable and mainstreamed Security and Safety culture within NP, inculcating all staff with the awareness that successful programme implementation and security are inextricably linked and that every member of staff has a personal obligation to adhere to and implement relevant safety and security practices.

The successful candidate will have at least three (3) years experience working with an INGO in a security management position or field coordination position with management of security. The SSA will have previous experience working in a complex and dynamic operational environment, strong analytical and briefing skills and an understanding of and commitment to Nonviolent Peaceforce’s mandate in South Sudan.

This post is based in Juba, South Sudan with significant travel to field locations.

KEY AREAS OF ACCOUNTABILITY:
To be part of the Country Office Senior Management Team
Budget security related activities/purchases/installations on a yearly and sub-yearly basis.
Planning the procurement for safety and security material and installations.
Planning and organizing safety and security trainings for NP staff, consultants and partners
Participate in the INGOs security forum
Assess facilities and programme implementation sites to ensure safe and secure operations and field missions
Assess program activities and their impact on staff security and make recommendations to reduce staff vulnerability
Monitor the security environment and make recommendations to adjust the security policies and procedures accordingly.
Maintain and review the incident reporting and mapping system. Ensure that up to date incident map is available for all NP staff on a regular basis
Ensure that regular security meetings are conducted with relevant NP staff, consultants and partners
Maintain an up-to-date security plan consistent with NP standards and ensure that all staff are familiar with its content and agree to abide by its policies and procedures.
Strengthen and apply office and staff residency facilities' security standards and selection procedures; strengthen and apply facility access procedures.
Develop and implement security-training plans for all staff; develop and apply evaluation processes to determine that training competencies are met.


Develop security-briefing materials and ensure that all new employees, consultants and visitors, international or national, receive appropriate security orientation within 48 hours of arrival in the field.


Regularly assess communications needs at post, ensure availability of appropriate communications technology, and update the emergency communication contact list; orient all staff to emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions.


Liaise with UN, government, diplomatic and consular officials and community leaders in the process of gathering and verifying security information on a regular basis.


Coordinate the gathering and flow of security information with other relevant actors. Classify security information according to its reliability and accuracy.


Submit a security update (to include situational analysis, actions taken, and actions recommended) SMT on a regular basis.


Present written weekly and monthly reports to the Senior Management Team and NP HQ


Provide recommendations to NP field teams on strengthening acceptance strategies


Serve as a member of the crisis management team in the event of a critical incident


Ensure proper use of the security incident reporting system; analyze the data and share with NP a other NGOs, as appropriate (agreed upon by the SMT)
Provide guidance to the Country Director and Logistics Manager on travel and vehicle fleet management policies; ensure vehicle inspection procedures are applied and all vehicles are properly equipped; train drivers in established procedures and requisite skills.
Undertake security assessments of programme areas and potential programme areas as requested by CD and SMT. Report on findings and design necessary improvements.
Undertake field missions to the programme areas and potential programme areas whenever needed and/or as requested by CD
Undertake reviews of individual security procedures and policies as requested and make recommendations to further enhance security.
Provide informed recommendations in the context of the security assessments and reviews.
Plan and conduct contingency planning exercise, drills and simulations at a national level where all offices need to participate in order to build capacities and spread awareness and crisis management protocols at all levels.
Carry out any other work with regard to security of NP personnel and assets in the field as decided by the CD and Senior Management Team
Comply with and promote all NP policies such as Child Safeguarding, Whistle blowing, Fraud, Sexual Harassment and Health and Safety.

Qualifications and Experience:

Essential:

Bachelors Degree in a related field or at least 5-7 years comparable related experience;
Substantial experience in non-profit organizations with international humanitarian assistance programs including supervisory and overseas work experience;
Substantial security management experience in international humanitarian, military or police setting.
Advanced level of understanding of various communications technologies, including VHF and HF radio systems, satellite phones, cell phones, etc.
Solid training skills and the ability to develop and implement successful training sessions;


Solid organizational skills:
The ability to be flexible and work well under pressure in a fast-paced team environment;
Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities;
Strong communication, people management and interpersonal skills in, with experience in leading multicultural, multi-location, values driven teams;
Willingness to work and travel in often difficult and insecure environments;
Commitment to NP’s values and mission
Valid Driving License
Computer literacy, particularly in Word, Excel, PowerPoint, Access and database/mapping systems;
Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination;
Resourcefulness and creativity in developing the role of security within the programme and ensuring the most effective support to line management;
