In cooperation with UNDSS (United Nations Department of Safety and Security), the WCO security unit is to enable WHO operations in the country, while ensuring the safety and security of WHO staff and its operational partners. This is achieved through advice, training and monitoring of the security situation and direct support to field activities.

Purpose of the Position:
The position is to provide security coverage for WHO staff, non-staff and operations with the framework of and in line with UNSMS policies and procedures, including conducting training for all WHO staff and non-staff in accordance with WHO policies and UNSMS standards, and to enable secured environment for the implementation of WHO Programmes implementation in the field.


Description of duties:
Organizational Context:
Under the direct supervision of WHO Representative and in full coordination with the UNDSS Country Security Adviser, the incumbent has front-line responsibility for providing security coverage for WHO staff and operations within the framework of and in line with UNSMS security policies and procedures, including increasing awareness, enhancing communications capability, and conducting training for staff. This requires extensive contacts with staff and partners country-wide, providing advice, briefing and awareness, as well as ongoing contacts with Field Security at HQ and the Regional Office. Additionally, the work requires extensive contacts with counterparts and UN Field Security Officers to exchange information and ensure mutual understanding, to obtain and/or to give assistance as related to security matters.

Summary of Assigned Duties:
Within the framework of WHO's Security Management Structure, the incumbent will perform the following duties:
1) Advise the Head of WHO Office with regard to maintaining the safety and security of WHO personnel, premises and assets in compliance with UNSMS and WHO Security Management Policies and Principles.

2) Coordinate and undertake security risk assessment for the Country Office as well as overall Sub-offices and facilitate the implementation of recommended mitigating measures.

3) Monitor the security situation across the country and provide the Head of WHO Office with independent analysis of emerging security threats to WHO personnel, operations, premises and assets.

4) Prepare Contingency Plans and SOPs for the Country Office as well as for each Sub-office, and be instrumental in implementing the enhanced security measures; and ensure staff members are familiar and adhere with the related guidelines.

5) Increase security awareness and conduct training for all WHO staff and non-staff in accordance with WHO policies and UN Security Coordinator standards, provide briefing on radio communication, convoy, security and evacuation procedures and other security issues and precautions to be taken in compliance with the current measures prescribed by UNDSS and WHO.

6) Maintain updated security information, prepare periodical situation reports ensuring that the Head of WHO Office and the UNDSS are kept regularly informed of security situations, drawing their attention to pitfalls, needs, unusual situations and problems, proposing remedial actions and improvements.

7) Provide advice on technical security requirements contained in the Security Plan, MOSS (Minimum Operating Security Standards), and SOPs, and monitor their implementation; ensure that the Country Office as well as the Sub-offices have an acceptable level of MOSS compliance.

8) Ensure WHO's participation in the UN Security Management System including maintaining close co-operation with UN Department of Safety and Security (UNDSS) and FSOs. Establish contact with all relevant national authorities including national security agencies as appropriate.

9) Supervise and guide the Local Security assistant (s).

10) Perform any other relevant duties.


REQUIRED QUALIFICATIONS
Education:
Essential: First level university degree in business administration, political/social science, psychology or international relations with focus on security management or equivalent in military or police academy degree or training.
Skills:
- Demonstrated technical skills to understand/consolidate varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management.
- High physical fitness standards.
- Tact, discretion and diplomacy.
- Knowledge of WHO field security operations is an asset.

Experience:
Essential: At least five years' experience in security management, at the national and international level. Some experience in training and guiding staff on security issues is expected.

Desirable: Experience in field mission of UN or other international organizations would be an advantage.
Security management experience in developing countries would be an asset.


Languages:
Fluency (written & spoken) of French. Knowledge of English an advantage.

WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.

Post Adjustment: 36.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
