DRC is an international non-governmental organisation that promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC has been operating in Somaliland since 1999, Mogadishu since 2007, and Puntland since 2005.

The Danish Demining Group (DDG), a specialised Unit within DRC. DRC’s Safety Risk Management system in Somalia has been developed to a commendable level over the years. Procedures, protocols and policies are largely in place and implemented throughout the country.


Overall Objective
The Deputy Safety Coordinator (DSC) will be responsible for supporting the Somalia Safety Coordinator (SSC) in the development and implementation of the DRC Safety Risk Management (SRM) system in Somalia, in close cooperation with the Country Directors, Area Managers, and Safety Focal Points, for both DRC and DDG programmes.

Safety Coordinator Job Description
Facilitate compliance audits as part of the Safety Risk Management (SRM) system, including Minimum Operating Safety Standards (MOSS) and Safely Level System (SLS) audits in Somalia.
Training of local staff and mentoring of Local Safety Officers (LSOs) and Safety Focal Points (SFPs), including Personal Awareness and Safety Training, staff inductions, and training on Standard Operating Procedures (SOPs)
Assist in the drafting and implementation of safety management policies, protocols and procedures, including MOSS and follow up Safety Improvement Plans
Facilitate programme access and continuity through the provision of dependable advice, weekly sit-reps, and safety advisories, as needed
Maintain relevant safety documentation, data and records, including training registers and incident inquiries and reporting
Support and assist in coordinating the country level Incident Management Team (IMT) and Area IMTs
Represent the Somalia programmes within inter-agency fora as related to safety issues
In coordination with the Area Manager, manage day-to-day safety team operations and activities in Puntland and Somaliland
Act as Somalia Safety Coordinator in the absence of the SSC
Any other duties as directed by the SSC
Personal Specifications
Fluent in written and spoken English. Arabic & Somali language an added advantage
Experience working with NGOs/International organisations in the Somali context
Previous management and/or supervisory experience, preferably in an NGO Military and/or Police experience is not required; NGO safety management experience is desirable
Computer software skills, including sound knowledge of Microsoft Excel and Power point
Stable, moral and robust character and a good team-player
Willingness to travel widely throughout the Somali region
Excellent communication skills, both verbally and in writing, including negotiations and mediation
Previous experience as a trainer/instructor/teacher
Ability to travel freely within the Somali regions of Ethiopia and Kenya, as well as in Somaliland and Puntland
Reporting Arrangements

The DRC will report to the Somalia Safety Coordinator (SSC) but work directly with senior programme staff in the relevant areas of operations in Somalia.
Conditions

Contract: One year contract with possibility of extension.

Level: This position is graded as A16 on DRC salary scale available on www.drc.dkunder vacancies. Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa Regional Office.

Duty Station: Mogadishu with travel to DRC and DDG field offices. (This is a non-family duty station)
