U.S. Embassy Afghanistan
Under the direction of a Department of State Special Agent, the linguist provides language-related services.
Major Duties and Responsibilities:
Interpret and translate verbal communications; provide translation services during interviews and meetings; and transcribe and analyze spoken communications.
Interpret and translate written communications; review and analyze foreign language documents for key information; and prepare documents in English, Dari and Pashto.
Ensure communications and translations are conveyed and understood in the proper context.
Observe and analyze culture-specific non-verbal indicators and cues as they relate to written or spoken communications.
Provide administrative support related to specific areas of assignment.
Areas of Assignment
Contractor personnel may be assigned to specialized units within the Regional Security Office (RSO). Collateral duties for these assignments may include, but are not limited to, the following:
Assist with investigations by responding to incident scenes, medical facilities, morgues, and other locations with RSO investigative personnel, initiating inquiries with relevant police or security officials on behalf of the RSO, and relaying requests from host country police and security officials to the RSO.
Support personnel vetting by assisting in employee screening procedures to include interviews and polygraph examinations, assisting in issuing and/or revoking Embassy badges, and transporting interview subjects to/from pick-up and drop-off points.
Serve as a liaison between the host country and the RSO, which may require assignment to a tactical operations center or similar location to actively monitor regional operations and immediately provide feedback to the RSO. In this capacity, personnel will collaborate with host country officials to mitigate the impact of misunderstandings or minor violations by USG personnel/contractors and maintain up-to-date knowledge of all host country policies.
Serve as a liaison to local police, national security officials, non-governmental security officials and private sector/residential security representatives to keep the RSO informed of any activities or events and facilitate meetings between RSO and local officials on various security-related matters.
Qualifications
Minimum of 5 years experience as a linguist (written and spoken communications) is required. Experience in an overseas environment is highly desired.
United States citizen with a Secret clearance – current and active.
Excellent command of the English, Dari and Pashto.
Demonstrated language proficiency for English and the target language(s) of at least S4 (speaking) and R4 (reading), as classified by the U.S. Department of State's School of Language Studies, or at the Superior level, as classified by the American Council on the Teaching of Foreign Languages (ACTFL). Other equivalent commercial proficiency and testing standards will be accepted if approved by the COR.
Knowledge of host country culture, traditions, and customs is highly desirable.
Experience working in a high-threat environment and experience with U.S. Department of State security operations are strongly preferred.
Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds.
Must be in good physical condition with no health deficiencies, either temporary or long-lasting, that would impair performance of duties.
All linguists must be capable of performing the following duties, as may be assigned at any time:
Monitoring (listening to), translating and synopsizing content of real-time oral communications recordings.
Transcribing from storage media, but not limited to audiocassettes, videocassettes or digital media and typing in both the required target language(s) and English.
Preparing typed English translations from other source media.
Performing quality control reviews of completed work.
Validating the accuracy of completed translations and transcriptions.
Interpreting oral conversations, concurrently/simultaneously.
Note: The office hours or expected daily level of effort are set by the on-site client. You will be paid for the actual number of hours worked. Working hours may fluctuate up or down based on mission needs and changing requirements.
Hiring will be contingent upon successful completion of OT-611 Foreign Affairs Counter-Threat (FACT) Course, HT-401 High Threat Security Overseas Seminar (HTSOS) Online Course), RS-415 Afghanistan Familiarization Course, government approval of deployment and qualifications, successful medical screening, verification of your Security Clearance, completion and return of all required employment documents.
