Purpose of Position:
World Vision Syria Response Office in Amman is seeking an experienced Cross-Border Operations and Security Manager to play a critical role in providing concrete operational support to program activities in Southern Syria, to ensure that operations are well-functioning, coordinated and compliant with World Vision, donor and other relevant policies.

The Cross-Border Operations and Security Manager will manage a team of Field Monitors based in Southern Syria to provide high-quality and real-time advice to the World Vision Senior Leadership Team to inform both operational decision-making (at field-level) and broader advice to inform the strategic direction of the Program.

Major Responsibilities:
Work closely with the Regional Syria Operations Lead and other core members of the Syria Response Office to support the design, planning, implementation and monitoring of World Vision’s operations in Southern Syria.

Work closely with World Vision’s Regional Conflict and Access Analyst to feed in to the development of high quality and coherent conflict sensitivity advice to inform real-time operational planning and program-level Do No Harm and Access considerations for activities in Southern Syria.

COLLABORATION & NETWORKING
Work closely with the Regional Syria Program Development Lead and the Regional Conflict and Access Analyst to support external stakeholder engagement at relevant fora, including but not limited to INSO roundtables held in Amman.

SUPPORT TO OPERATIONS AND PROGRAMS

Identify and recruit a small team of Field Monitors based in Southern Syria to oversee the collection and reporting of security related information relevant to the safety and security of staff, assets and relief supplies

Manage a small team of Field Monitors to identify and provide concrete advice on how best to operationally mitigate risk, to ensure the smooth running of program activities, the verification of project activities, and staff safety

Monitor and verify the delivery of cross-border shipments of relief items into Southern Syria from Jordan, drawing on a range of remote management verification methods, including the use of remote monitoring technology.

Support the Field Monitors to develop Weekly Field Operations Reports, and ensure that information in these reports is communicated in a timely and accurate manner to Senior Leadership, with a specific focus on compliance with WV, donor and other relevant policies

Provide concrete field-level information on security hazards, risks and other relevant dynamics to inform real-time decision making on Access

Apply for authorization to travel to Syria to directly monitor program activities.



TECHNICAL LEADERSHIP AND CAPACITY BUILDING

Compile Weekly Field Monitoring Reports based on information received from Field Monitors based in Southern Syria

Support the ongoing capacity building of the Field Monitors in Southern Syria in Monitoring and Verification tools and methods to enhance program effectiveness and adherence to compliance rules and regulations of WV, donors and national authorities

Work with the Syria Regional Operations Lead and Regional Conflict and Access Analyst to compile Monthly Operations reports

Work with the Regional Conflict and Access Analyst to present South Syria conflict and access analysis to the Senior Leadership Team in relevant meetings

Education:
Bachelor’s Degree in a relevant subject with a focus on team management, project management or other relevant skills.

Experience:
Minimum 3 years’ experience working specifically on humanitarian operations in Syria

Knowledge & Skills:
Excellent knowledge of Syria and the security environment
NGO experience in a risk management function
Able to manage a small team, keeping them on task.
Specific knowledge and professional experience working on operational risk mitigation in the Middle East region for NGOs, with a specific focus on regional and remote-management methods of working
