Overview:
The Senior Police Advisor provides subject matter expertise to INL and GOM officials in law enforcement intelligence and intelligence analysis, training and administrative processes, drawing on extensive, specialized experience

Primary Responsibilities:
Duties include standing up intelligence units and task forces comprised of multi-jurisdictional Mexican law enforcement officials.
The incumbent provides planning and oversight for the formation, development, and sustainability of the task force or unit.
Duties may include building and strengthening relationships with GOM counterparts, serving as a liaison between INL and those counterparts, advising INL staff on the creation, implementation, review and assessment of police intelligence units and task forces and capacity-building projects, and meeting with host nation or interagency partners to provide input on collaborative projects.
The incumbent provides high-level, strategic analysis of current and proposed Merida-funded programs.
The incumbent receives guidance and tasking from Program Coordinators and Law Enforcement Programs Officer, works closely with Projects Managers and Site Coordinators, and may travel as needed to assess GOM partner agencies or to assist in monitoring progress of projects.

Supervisory Responsibilities:
The incumbent provides technical work direction to the Police Advisor and Project Specialists on team.

Education and/or Experience:
Bachelor’s degree in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted)
At least fifteen (15) years’ experience with U.S. law enforcement or military
Three (3) years of experience working on an intelligence task force or intelligence center
Three (3) years of experience working overseas in an Embassy environment
Previous project management experience
Experience briefing in Spanish and English
FSI level 3/3 Spanish
FSI level 4/4 English

Strong reporting skills
Working knowledge of the Microsoft Office suite to include Word, Excel, and Power Point
Ability to learn new software: s@mepage project management module

Security Clearance:
The position requires a Moderate Risk Public Trust determination issued by Department of State.
Must be a U.S. Citizen.
Must also be able to maintain a favorable MRPT.


Physical Demands:
While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Work Environment:

General office environment. Some travel both domestically and internationally required based on business demands.
