Security Operations Planning Specialist

Job Summary


The Security Operations Planning Specialist provides planning, advice and assistance for Regional Security Office (RSO) on static and movement security and crisis response operations. Responsible for developing and maintaining operations plans and for providing operations planning advice, guidance, and assistance in support of efforts to develop, implement, and codify future operations plans and foster innovative operational approaches to supporting the RSO mission.

Principal Accountabilities

(Typical duties include the following, although specific duties vary by assignment or contract)
Plan Development and Maintenance
Develops scenario-based operations plans for review/consideration/approval, to be executed by the appropriate embassy and/or other entity.
Works closely with employees and managers in the organizations covered by the plans to ensure the organizations’ specific operational requirements are addressed.
Performs ongoing maintenance of operations plans to ensure plans are current with changing priorities and remain sufficiently flexible and agile to enable rapid modification as required by changing global security conditions.
Identifies and presents changes and updates to established operations plans.
Estimates and monitors the availability of appropriate personnel, equipment, and fiscal support required to execute approved operational plans.
Forecasts and reports on the availability of resources required to support current and possible future operations.
Advice, Guidance, and Assistance
Provides extensive pre-operations advice, guidance, and support to RSO and/or offices tasked with executing approved operations plans.
During operations, supports the responsible entities by monitoring progress and recommending changes to operations plans to meet emerging/emergent requirements.
Provides subject matter expertise in training and advising staff in the use of the deliberate planning process as a means to ensure a consistent approach to the planning and execution of mission operations.
Supports an active lessons learned process and assists in the populating the DS lessons learned database in order to improve future Embassy planning and operations.
Drafts briefings and reports for review/consideration/approval, on developments and issues affecting Embassy operations planning program.
Recommends appropriate actions.
May be asked to brief topics to other identified parties.
Other duties include, but are not limited to maintaining an awareness of new life safety and protective security methods, techniques, procedures, and equipment in order to evaluate and recommend their application for Embassy contingency operations.

Knowledge & Skills
Familiarity with Microsoft Office applications (Word, Excel, Outlook and PowerPoint). Strong oral and written skills - Needs to be able to coordinate between Regional Security Office and numerous Embassy offices, other government agencies and ANSF entities responsible for RSO operations.
Mastery of security administration principles, concepts, and methods to provide expert advice and guidance in the planning of security operations at high threat posts.
Expert knowledge of protective security operations including domestic and overseas operations in permissive, semi-permissive, and non-permissive environments.
Expert knowledge of deliberate planning, including Department of Defense deliberate planning processes, to promote its use throughout the organization at the strategic, operational, and tactical levels.
Knowledge of security operations planning requirements associated with protecting USG personnel, facilities, and information in an overseas environment.
Ability to establish and maintain liaison within the Department of State and across the USG interagency community of law enforcement, security, military, and intelligence organizations that impact Embassy operations.
Ability to communicate effectively, both orally and in writing, to provide advice and guidance, prepare and present briefings and reports, provide decision support, solve problems, and represent RSO in a variety of forums.
Able to obtain a Secret Security Clearance.

Experience & Education
Completion of an undergraduate college degree, or five years of progressive experience in a supervisory role with operational planning responsibilities in law enforcement and/or military service.
A minimum of 4 years of experience in a similar position.
Previously experience serving in a high threat environments (e.g. Iraq and Afghanistan).
Preference for DOS/DSS experience.
4/4 English language required

Physical Requirements/Working Environment
Stringent medical examination.
Pass physical fitness tests (a timed 1-1/2 mile run and gender and age-specific repetitions of push-ups and sit-ups) and be fit for strenuous physical exertion.
Work in an austere environment
