Manager, Industrial Security/Facility Manager

This position will be based in Doha, Qatar for a two year assignment with an option for extension for up to 40 months if desired with reporting responsibility to the Raytheon Patriot English Language Training Program Manager, IAMD Security Manager and the IIS International Security Manager. This is a high profile and fast-paced position requiring a security professional with facility leadership experience across multiple security domains including but not limited to: Industrial and International security requirements; physical security/force protection; personnel and operations security as well as customer serviced focus and building system and operations experience. The role will require frequent interaction with Qatar Defense Force (QDF) security personnel, all members of the Doha based staff and their families, and Temporary Duty (TDY) personnel.

Duties include but are not limited to; planning, development, implementation, and testing of security policies and procedures; protection of personnel, company information, and assets; and supervision of subcontracted guard force to include Qatar Military security forces. The additional responsibilities of the Industrial Security Manager/Facility Manager position requires leadership in the management of the planning, design, reconfiguration, construction, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities; gathers and reviews data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility; coordinates with architecture/engineering firms in developing design criteria and preparing layout and detail drawings; prepares bid sheets and contracts for construction and facilities acquisition; reviews and estimates design costs including equipment, installation, labor, materials, preparation, and other related costs; inspects or directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules. Include positions that, in addition to the above, are responsible for the physical maintenance of the building. Plans, coordinates, and allocates office space for all locations. Develops and recommends long-range plans to meet future office space needs. Furthermore, this position will require the handling and safeguarding of US classified material and controlling access to closed areas inside the designated facility. This position will conduct risk assessments and manage security projects associated with facility protection and business operations within Qatar. This person may also be called upon to do security site surveys at other locations within the Country as well as other Middle Eastern countries. This role will develop and administer security procedures for classified or proprietary and ITAR controlled materials, documents, and equipment for major programs. This position is responsible for establishing and maintaining education programs to ensure personnel compliance with U.S. and Qatar government and contract requirements.

The selected candidate will successfully create and leverage working relationships with internal and external customers, peers and senior management across multiple domains to accomplish the mission. This position requires a strong customer service and cultural awareness approach. The selected candidate must possess strong integrity, interpersonal skills, ability to make sound decisions, and take independent action to exceed customer expectations.

Location/MOU - This role will require forward deployment to the Raytheon Patriot English Language Training Center at Doha, Qatar under the terms of an MOU/Long Term International Assignment managed by Raytheon International Assignment Services (IAS).

Specific responsibilities include:

Safeguard and properly store US classified and ITAR information to Qatar security regulations, ITAR licenses, Corporate directives and policies, and ensure compliance with NISPOM requirements for classified operations, and maintain access control to closed areas inside the designated compound.

The responsibilities include ensuring that the work place is clean, safe and well maintained which will require the supervision of employees or outside contractors who construct, maintain, and repair utilities systems, buildings, and equipment via one or more of the following trades: electrical, plumbing, carpentry, air-conditioning, heating, painting, and/or general maintenance.

Provide security leadership and direction to in-country leadership team, staff, and TDY personnel

Manage the security administration to include processing of base passes for employees required to work or visit the military base

Assist as needed, meet and assist services for employees, dependents and business visitors traveling in and out of Qatar through Doha International Airport

Manage security and personal safety procedures and briefing/training for all assigned personnel, their family members, and visitors

Conduct security investigations and surveys, including detailed recommendations for mitigation of all security vulnerabilities and violations

Maintain, update and conduct periodic testing of evacuation/contingency plans ensuring employee and company preparedness with scalable tripwires

Participate in the development of crisis and business continuity plans and act as a member of crisis management team

Build and maintain a strong liaison with Qatar Security Services, U.S. Embassy, United States Military, and active participation in the Doha Chapter of the Overseas Advisory Council (OSAC)

Maintain open lines of communication with all in-country personnel and provide ongoing security advice and guidance

Drive cultural security awareness and collaboration for individual responsibility and awareness

Required Skills:

Ten or more years of combined Industrial Security and Facilities management experience.

Demonstrable experience in establishing and maintaining security programs and processes in accordance with the NISPOM Highly desirable and will be a differentiating factor in our selection decision.

Proficiency in understanding Auto Cad drawings and preventive maintenance and work order systems.

Experience with electronic access control systems

Experience in handling and safeguarding US classified information in an international environment.

Intermediate or better proficiency with Microsoft Office Suite

Existing U.S. Secret clearance

Required Education:

Bachelor’s Degree, Fields of study (not limited to): Homeland Security, Criminal Justice, Business, Liberal Arts, or related discipline 10 Years of related experience.
