PURPOSE:
The Local Security Assistant will be responsible for assisting the Field Security Advisor (P3) in his daily duties and during his absence will be required to conduct vital functions as advised. The Security Assistant, will ensure that all duties are completed in accordance with the tasks and responsibilities as outlined.

The Local Security Assistant, will assist the supervisor with the security guard force, monitor and report on security related developments within the region and maintain security databases, records and files.

MAIN DUTIES AND RESPONSIBILITIES:
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1. Collect, record and report to supervisor all information related to the safety and security of UNICEF personnel and eligible family members, premises, assets and resources in accordance with UN and UNICEF Security Management Systems.

2. In close coordination with the supervisor, assist in the implementation of all technical requirements contained in the UN Security Plan, Minimum Operating Security Standards (MOSS), Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments. Assist in providing technical support for all UNICEF contracted security providers.

3. Assist the supervisor in drafting UNICEF security documentation (including security contingency plans, MSCR applications, mandatory reports) in accordance with UNICEF security reporting guidelines including Security Incident Reports (SIRs).

4. Assist the supervisor in monitoring the security situation and emerging security threats to UNICEF personnel and eligible family members, premises, assets and resources. As requested by the supervisor, assist in security activities that support UNICEF operations (particularly field missions) and participate in security risk management for all locations where UNICEF personnel and eligible family members are present.

5. Draft security related information and instructions to assist the supervisor in keeping personnel informed on matters affecting their safety and security and actions to take in case of an emergency including those identified in the UN Security Plan as it relates to UNICEF.

6. Maintain, update and regularly test/exercise the Warden System, Communication Trees and track visitors.

7. In consultation with the Staff Security Specialist, supervise the Security Guards to ensure operational effective and efficiencies. Ensure daily guard logs are maintained, incidents are followed up and significant events brought to the immediate attention of supervisor. Maintain links with guard force company representatives/management.

8. Assist the supervisor in identifying appropriate liaison within the UNSMS/NGO community through UNDSS.

9. Implement capacity building initiatives (e.g. trainings) to enhance the competencies of staff/clients/stakeholders on security related preparedness and operations.

10. Provide general administrative assistance to assist the supervisor on vision, budget, procurement and other security related functions, purchases and equipment.

QUALIFICATION AND COMPETENCIES:
Education: High School certificates are required.
Experience: Five (5) years relevant support functions experience is required with at least one year experience in processing and analyzing information.
Training with a civilian police, or military police would be an asset. Experience in security and/or security risk management is an asset. Experience or an understanding of the United Nations Security Management System is highly desirable.

Language: Excellent knowledge of Arabic and English (verbal and written) is essential.
