Pay

GW offers a competitive daily rate to all personnel. (Contractor will only be paid whilst on-duty – no payment made for Off-duty)

Rotation
6 weeks on, 6 weeks off. Candidates need to be flexible and will be driven by operational requirements.

Travel/Flight Pay Details
Travel pay is one half of the On-Duty rate for day(s) spent travelling from the contractor’s country of residence to the place of work (max of 2 days) and on return to the country of residence (max of 2 days). There is no travel allowance for travel from residence to airport or vice versa for rotations.

Package
Accommodation & food included, plus insurance and flights, as outlined below.

The Hub Airport designated by the Company for the Consultant will be located in the United Kingdom and will be the most cost effective option available to the Company at the time of booking a flight. Operational effectiveness will also be considered when booking the flight. Such Hub Airport may not be the one geographically closest to Consultant’s residence and, as such, may require Consultant paying for the cost to and from such airport or making up the difference if Consultant resides outside the United Kingdom.

For example: If the cost to deploy GW Contractor from his local airport hub to Libya is more than GBP750.00 then any additional costs will be borne by the contractor

Accommodation
GardaWorld will provide the Independent Contractor with appropriate accommodation

Essential Criteria
Candidate must include a covering letter of no more than 2 sides of A4 detailing why they are suited to the role and expanding on relevant experience of below criteria as listed in their CV

progressive management experience including in international environments (not including military service)
Experience as a senior project manager – defined as a project with a minimum of 8 mobile teams and guard force of not less than 20 posts
Demonstrable experience of financial control including an understanding of cost benefit analysis as well as developing, delivering and analysing a budget
Operational experience in hostile environments
Experience of non-military liaison roles between commercial organisations, local stakeholders, and government officials
Proven high level of client handling skills
Training delivery experience
Detailed knowledge and understanding of the operational and tactical requirements for mobile armed security operations and static guard operations including journey management in hostile environments
Knowledge and experience of HR processes for management of a large diverse team
Possess tact, sound judgement and ability to communicate clearly, verbally and in writing
Fluent written and spoken English
APT experience
Valid SIA Licence (Close Protection front-line)
Full UK Driving Licence

Strong communications and IT skills, including use of all Microsoft programmes; Excel, Word, Outlook, Powerpoint


Preferable Criteria
Experience as a Country/Regional Operations Manager or Deputy, within the security industry for 6 months or more within the last 2 years
FPOS-I or MIRA
SC vetted
In-country Libya and regional experience


Job Duties
Under the direction of the Regional Director Libya, build and maintain the operational platform to deliver GW’s security services to clients in Libya. The ROM Libya is responsible for the leadership, supervision and operational delivery of all staff and projects deployed in Libya. This responsibility is devolved in the main to project managers, with the project managers being the bailiwick of the ROM. The below specifics are not exhaustive:

Operational
Manage all operational activities
Responsible for production and regular revision of all SOPs and SOIs specific to GW Libya
Ensure all operational activities adhere to SOPs
Responsible for implementation, maintenance and audit of PSC1 standards
Responsible for rotation management of all consultants including authority to authorise flight changes for operational reasons
Responsible for producing the Libya Weekly Situation Report to RD by close of play every Saturday
Develop and maintain relationships

HR
Responsible for initiating project managers’ appraisals
Manage discipline across the projects and all staff
Advise on selection of consultants for project management teams and RMT positions
Advise on and define job descriptions for RMT positions and project management team positions
Execute issuing of job bulletins via Hereford team
Responsible for the correct contracting and implementation of T&Cs for all local staff

Risk Analysis
To be continually read into and prepared to brief in depth on the situation across Libya with regards to political, militia, commercial and socio-economic factors.
Write the daily intelligence update and issue to client list when this is not covered by other appointments.

Resourcing
Responsible for coordination of resourcing the region with the Resource Manager Dubai
Supervision of and audit of project and RMT resources

Commercial Support
To write conops for all proposals submitted by GW for Libya
Continually advise CST and RD on all costs incurred in country
Maintain close client relationships with existing and potential clients
Identify and develop new clients
Be prepared to liaise with clients and submit task orders and pricing to clients for ad hoc tasks

Financial
To check all payrolls on receipt from project managers prior to submission to RD
To verify any and all requests for additional payment due to payments being missed in previous months
To screen and advise on validity of early wage payments and wage advances
To collate and verify monthly cash requests from project managers prior to submission to RD
To control and accurately complete RMT Cash Ledger
To control cash held within the RMT float
Signatory for GW Libyan bank account
