Responsibilities:
The United States Government has an ongoing requirement to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghan Security Institutions (ASI). The primary focus of the program is to build the organizational capacity of the ANDSF and ASI in order to produce a long-term, self-sustaining indigenous force that is able to independently fulfill the country’s security needs. As part of this effort Leonie is seeking qualified Combat Support Advisor to provide the following support:

Develop and nurture a mentoring relationship with assigned Afghan commanders and staffs.
Teach, coach, mentor Afghan officials and their subordinates to understand their responsibilities, perform their assigned tasks, and produce staff reports and products, in order to improve overall staff capabilities of the ANDSF.
Conduct and have daily interaction with the military advisors and ANDSF in order to support, receive and accomplish assigned tasks and milestones.
Support, receive and accomplish tasks assigned by the Coalition command.
Advise and mentor ANDSF senior leaders, their staffs and subordinate units on the following topics:
-Establish, maintain, and sustain the mission, roles, authorities and interdepartmental relationships within the ANDSF.
-Develop core command and staff capabilities, to include decision making process, command policies and procedures, leadership, knowledge and planning, execution, training guidance, maintaining a Common Operating Picture (COP), processing reports and returns, preparing guidance, instructions, directives and orders, and training plans.
-Ensure Tashkil represents sufficient and trained personnel for future years.
-Develop and execute effective planning and execution in order to conduct support to the ANDSF.
-Develop and publish effective guidance and policies in support of ANDSF that are linked to requirements and prioritized IAW the commander’s intent and have established priorities of effort.
-Establish effective reporting system by subordinate commanders on planning tasks analysis, identification of requirements and capability shortfalls.
-Develop long-term and sustainable capacity and capability thru the discipline and predictability of a personnel management system responsive to organizational needs.
-Develop and sustain a disciplined force management process that results in a capable requirements-based future force.
-Produce strategic guidance capable of informing the force management process resulting in the development of strategy-based force structure, including all combat support functions (medical, counter-IED, artillery and logistics)
-Assess changes to threat environment, operational needs and senior leadership intent and make necessary recommendations to the force management process
-Produce future force Tashkils for POM years; using required strategic planning inputs; budgetary guidance; current force structure; ministerial priorities, etc.; to produce future force structure.
-Actively engage in logistics planning and operational equipment readiness management.
-Establish and sustain capability to conduct Combined Arms Operations, including the capability to coordinate fire support within operations, coordinate maneuver for operations, establish and sustain capability to conduct Air Ground Integration, counter-IED, .
-Assess capability gaps at the Operational level and implemented improvements to address the gaps.
-Ensure that all new equipment is fielded quickly.
-Implement and sustain the incorporation of Information Operations within their planned operations.

Qualifications:
· Bachelor’s degree or higher in a field related to the advisory position from an accredited institution of higher education, OR, upon approval of the procuring contracting officer, at least 2+ years significant experience in a field related to both the position as well as security
· Military experience at the O-4 level or above with significant experience in logistics support, fires or medical service functions, and advising operations at the brigade or higher level
· Experience at battalion level or higher; OR other information management staff officer responsibility for OPCON of military personnel assigned to specific headquarters that are not assigned or attached to subordinate commands
· Division level or higher staff experience as a G-1, medical officer, fires officer or G-4
· Demonstrated creative problem solving skills
· Supervisory leadership experience
· Ability to provide templates and guidelines for creation and implementation of new Information Management military organizational policies
· Ability to implement information management staffing procedures
· Experience assisting and mentoring at senior levels
· Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management
· Excellent written and verbal communication skills
· Interpersonal communication, influence and interaction skills that are effective in a complex strategic environment
· Creative problem solving skills
· Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment

Security Clearance:
· Final Secret Clearance required
