Position:
Since the outbreak of conflict in 2012, explosive hazards have presented a new threat in Mali, with a broad ranging detrimental impact on safety and freedom of movement in the central and northern parts of the country.

Although gains had been made regarding a reduction of casualties, improvised explosive devices (IED) have emerged as a weapon of choice for perpetrators of violence in Mali. To date, the IED threat remains a key impediment and despite the Peace Agreement it can be predicted that terrorist armed groups will continue to use IED, mines and indirect fire attacks to harass the Mission’s operations or to conduct high profile attacks.

Due to the increasing and persistent evolution of IED and other asymmetrical threats in Northern Mali, this programme was requested to develop options to mitigate the threat of IED for the Mission. As such the Mission required that complementary measures be put in place to enhance the capacity to respond to asymmetrical threats, including IED.

Our client, drawing on resources from AFISMA Trust Fund, decided to support MINUSMA with a particular programme dedicated to infantry battalions belonging to the former AFISMA contributing countries. Within this scope of work, and complemented through the broader mine action programme, the key interventions under this project will facilitate the delivery of mandated activities, and safety and freedom of movement of MINUSMA.

This project includes a pre-deployment training phase before the TCCs deploy in Mali with a view to provide short term solutions to key concerns including lack of knowledge of TCCs, gaps in IED threat mitigation equipment, and delays in overall preparedness.

General Functions
Under the overall guidance and supervision of the AFISMA Project Manager, the Training Officer is responsible for the following:
Conducting IED training in different African locations (nine countries covered by AFISMA Project)
Contributing to prepare and/or update the relevant training packages
Preparing the relevant training aid kits
Ensuring good relationships with the authorities in all the supported countries
Coordinating activity with the Project Training Officer and more generally with Operations Service as needed
Reporting all training activities performed in the countries of operation
Keeping a close relationship with our clients Operations QA Officers in the field with a view to timely adaptation of the pre-deployment training courses
Proposing all changes or training improvements that are deemed necessary
The Consultant shall be responsible for his/her travel arrangements and report to the clients AFISMA Project Manager.
Debriefing the trainees regarding the training objectives/achievements.
Ensuring that all relevant data is captured on IMSMA as required.
Understanding the International Mine Action Standards (IMAS) and International Ammunition Technical Guidelines (IATG’s).
Performing any other tasks as directed by the Project Manager.

Training Officer Component
Assisting in the production, implementation and monitoring of technical training documentation.
Continuously looking for areas of improvement in efficiency, effectiveness and safety of the programme with regards to training for the TCC.
Conducting training and providing coaching and mentoring on all aspects of C-IED.
Ensuring close and effective interaction/coordination of training with other training actors is undertaken to ensure the most effective and efficient use of resources.
Providing advice to the Project Manager on training management strategies, aims, goals and objectives.

ESSENTIAL EXPERIENCE
Education:

Advanced University Degree (Master’s Degree or equivalent) with a minimum of 3 years of relevant experience; or a First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 5 years of relevant experience is required; or Military Experience at the Officer level with a minimum of 11 years of relevant experience

Work Experience:
Two (02) years of relevant experience in C-IED.
Two (02) years as Trainer (or equivalent task).
Experience of living and working in a harsh environment.
Adviser in any African country will be a plus.

Key Competencies:
Experienced in C-IED field through Police or Military career or equivalent (ESSENTIAL).
Training and teaching experience (ASSET).
Flexibility to adapt training phases to the framework and to react as necessary.
Decision making capability to face unexpected situations.
Ability to work in multi-cultural context and environment.
Ability to travel and work in different African countries including harsh living conditions.

Languages:
Fluent in French both oral and written (ESSENTIAL), with English as an asset.
