Senior Security Officer – Events
This is a full/part time position
The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,  with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.




Purpose
The EIB Campus is composed of three owned buildings (EKI, WKI and Crèche) and several rented buildings on the Kirchberg plateau (EIB Training centre, BHK, BLB, President and IAK buildings) with a total net office area of +/- 200,000 m².

The majority of EIB Group staff are based in Luxembourg, where its buildings accommodate presently +/- 3300 workstations. Further workstations are in the process of being rented in Luxembourg to cope with the EIB growth for the foreseeable future.

The EIB Group has external offices in EU countries (21) as well as outside of Europe (15). Due to the increased volume of activities, the EIB Group foresees an expansion of its external offices (EO) worldwide.

The Buildings and Logistics Department (BLD) is composed of four divisions with a total of 60 staff:
The BLD Management Office Division (BLD-MO), in charge of the overall coordination of FM operations, Quality Management, transversal program management and financial control as well as of the management of external offices projects and logistics.
The Facilities Management Technical Division (FM-TED), in charge of technical facilities management (building maintenance, technical projects, workspace management)
The Facilities Management Services Division (FM-SED), in charge of facilities management services (security and safety, catering / concierge services, FM services desk, mail services, cleaning, parking, mobility and travel management) in Luxembourg. The division manages leases for rented buildings in Luxembourg
The Building Task Force Division (BTF), in charge of the construction of an additional on-campus building for 1500 workstations.

The Senior Security Officer – Events will independently manage security services for EIB events in Luxembourg, within the EU and overseas, this includes hosted events organised by the EIB, close protection for VIP’s and EIB personnel attending events world-wide. Furthermore, s/he will provide support and advice for security and safety operations at the EIB Group office buildings in Luxembourg.

S/he will, proactively and based on own expertise, contribute to the definition of strategies, policies and procedures for the management of crises and corporate evacuation scenarios.

Operating Network and specific post environment

The Senior Security Officer – Events will report to and act as back-up of the Head of Security & Safety Unit. On a bi-monthly basis, the Security Officer will perform call-out rotas.

This position requires a high sense of responsibility, flexibility and availability in the event of a crisis or incident that may affect the safety of the EIB Group members as well as a high level of confidentiality, discretion, diplomacy and excellent interpersonal and communication skills at all levels.

Internally, s/he will interact with Travel and Logistics Unit, Protocol (Event management), Business Continuity, Procurement, Personnel, Crisis Operation Team; other BLD divisions/units; Members of the EIB Management Committee and staff members involved in EIB Group events.

Externally, s/he will interact with counterparts within EU institutions and hosting organisations, control bodies and administrations in the areas of security and safety, police services, Haut Commissariat à la Protection Nationale (HCPN), etc.), services providers, consultants, head of sub-contracted companies on site.

Accountabilities

Under the supervision of the Head of Unit, the Senior Security Officer – Events will be responsible for:
Elaborating, in collaboration with the Head of Unit, strategies, policies and procedures for event security
Planning, coordinating and monitoring VIP close protection measures in Luxembourg and for overseas events
Liaising and negotiating with external parties, entities and organisations including authorities to ensure appropriate risk management is delivered
Managing external taskforce/consultants in their daily activities
Designing, implementing and coordinating security services for EIB events in Luxembourg, within the EU and overseas, this may include:
Defining security and safety requirements for event management, in conformance with the applicable security protocols
Carrying out risk assessments for all EIB protocol events and defining risk mitigation plans
Backing up for security and safety contract management for Luxembourg premises, including on-call support
Providing advice and support concerning security activities for events, close protection for VIP’s and EIB personnel attending events world-wide.
Planning, implementing and monitoring contracts in own domain, in line with BLD contract management guide
Ensuring efficient communication between the Unit and customers, external service providers, other EIB Group Directorates, BLD internal divisions and units

Qualifications
University degree (MSc or PgDip or equivalent) in a relevant field (Security Management or Risk, Crisis & Disaster Management)
Experience in a financial service institution would be an advantage
At least 5 years’ professional experience in physical security
Experience and proven ability in conducting security and threat assessments
Experience in incident and crisis management
Experience in managing outsourced services contracts
Experience in close protection and personnel security
Experience in event security
Experience in international/foreign security affairs would be an advantage
Experience in team management would be an advantage

Key technical/professional knowledge and skills
Excellent analytical skills and proven ability to develop strategic plans and concepts
Excellent knowledge of corporate security management standards and procedures
Excellent knowledge of risk management methodologies and practices. A certification in Security Risk Management would be considered an advantage
Proven leadership skills in relation to managing security incidents
Excellent knowledge of contract management methodologies
Knowledge of global security issues
Good understanding of the EIB mission, strategy, policies, procedures, organisation and objectives
Ability to draft procedures and reports at all levels
Proven ability to work in an international environment
Excellent command of French (*) and English, both written and oral. Knowledge of a third European language would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
