Responsibilities:
The advisor will support the Department of State’s Bureau of African Affairs’ Office of Security Affairs (AF/SA), and the U.S. Embassy in Bangui in their efforts to enable CAR to develop better effective security sector institutions, operations, and leadership.


Provide security sector reform advisory services to MINUSCA andthe Government of the Central African Republic (CAR) with a focus on strategic planning and maximizing the strategic and systemic effect of other U.S. and international donor community provided security sector assistance.
Assist host nation in developing documents to define missions, roles, and functions of the CAR security services.
Assist host nation government in developing documents to outline regulations of force structure, force deployment, doctrine and strategy.
Assist in the design, development, and implementation of host nation government policies and procedures to regulate the following critical systems: budget, training, personnel, acquisitions and logistics, infrastructure, and operations.
Advise and support U.S. Embassy, MINUSCA, international partners, and CAR Government Officials in the disarmament, demobilization, and reintegration of armed groups.
Reports to the Political Counselor, Defense Attaché’s Office, and DCM at U.S. Embassy Bangui on the country’s political activities and also interacts and coordinates with other international SSR partners such as the United Nations and the European Union.
Travel within regional and international locations as directed by the COR to participate in meetings and conferences to coordinate CAR security sector reform issues.
Advise the COR and AF/SA personnel on both long and short-term courses of action for USG assistance to respond to the changing security situation in the CAR.
Provide U.S. Embassy Bangui and the Department of State in Washington all documents produced under this task order, including transition plans and schedules.

Qualifications:
Possesses three (3) years overseas experience working with governments in Africa.
Demonstrated proficiency in speaking and writing French is required.
Two (2) years’ experience in demobilizing irregular forces, organization of post-conflict military and police programs, and an ability to relate policy goals to operational activities.
Two (2) years’ experience with reviewing and negotiating security sector laws, policies and international agreements.
Possess directly related experiences of defense policy and planning pertaining to International Humanitarian Law and the Law of Armed Conflict.
Ability to work with interagency/UN missions;
Possess a solid understanding and respect for Chief of Mission authority.
