Org. Setting and Reporting

This post is located in the United Nations Integrated Peace-Building Office in Guinea Bissau (UNIOGBIS). Under the overall supervision of the Security Adviser/Chief Security Officer (SA/CSO), the Security Officer, FS-4, reports directly to the OIC unit on all security operations as assigned.Responsibilities

Reporting Chain of Command:
The Security Officer reports directly to the Chief Security Officer through the Deputy Chief Security Officer on all operational and administrative issues.

Accountabilities:
Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties:
•Oversee and monitor operations relating to access control into UN buildings and installations in order to confirm continued effectiveness of security arrangements;
•Assists the OIC Unit in the supervision of a Security Unit, as assigned;
•Oversee and provide guidance in the management of Security and Guard Force management;
•Drafts and updates security contingency plans for the security unit;
•Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues;
•Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan;
•Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises;
•Assists in the evaluation of accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System;
•Contributes to security risk assessments for the area of operations;
•Monitors, conducts or coordinates security operations;
•Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
•Ensures that fire prevention devices and fire-fighting equipment are available on the premises;
•Maintains fire evacuation plan and conducts fire drills and training as necessary;
•Conducts routine physical security inspections of facilities;
•Assumes responsibility for guard force management; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
•Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
•Investigates security-related incidents involving UN personnel, project personnel or eligible dependents;
•Contributes to the identification of gaps in existing capability and make recommendation for amendment where necessary;
•Assists in Close Protection Operations in the field when necessary;
•Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
•Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
•Coordinates issuance of identity cards, background checks and entry controls, as appropriate;
•Sets up and manages a warden system according to policy;
•Acts as Duty Officer within the Security Section, if needed;
•Performs other duties as required. Ensure the continued effectiveness of patrol and guard systems in relation to changes in the local threat situation;
•Advise and recommend security procedures for control of personnel, movement control of cargo and all other work related movement;
•Investigate and report all incidents that involve a breach of security procedures, injuries and theft;
•Assign periodic and daily duties to security personnel, ensuring that posts are manned at all times; intervene personally to resolve problems or refer them immediately to the next higher Supervisor;
•Maintain updated directives and security personnel lists;
•Instruct personnel in the performance of security services, including fire control and physical security for the premises, first aid procedures, use of equipment and operation of the automated alarm and video surveillance systems, where they exist;
•Exercise daily supervision of national security staff and materiel resources;
•Ensure that an efficient filing, storage, retrieval and secure system for documents is maintained electronically and with a manual backup;
•Make periodical appraisal of Unit and personnel for ePerformance purposes;
•Conduct any other duties as may be directed by the SA/CSO and DSA/DCSO

Work implies frequent interaction with the following:

•Staff members in the Security Section and at all other staff members from the mission, UN Agencies, Funds & Programs. Visitors, delegations and diplomats both within and visiting the field mission. Local police and security authorities.

•High school diploma or equivalent technical or vocational certificate
•UN DSS certification in any of the following is an asset: Security Certification Program (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Close Protection Officers Course (CPOCWork Experience

A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required; of which
• A minimum two years of experience in security operations centres or similar within a military, police or security organization is required; and
• At least three year experience and exposure at the international level and in a conflict or post conflict environment is required.
•Experience in Peacekeeping Operations is desirable.Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in written and oral English is required. Knowledge of Portuguese/Spanish is an advantageAssessment
