Includes responsible to supervise and direct security measures necessary for implementing the National Industrial Security Program Operating Manual (NISPOM) and related Federal and US Army requirements. Responsible for developing, establishing and maintaining plans, policies, and procedures which ensure compliance with security requirements established by contract, law and regulation. Responsible for security program compliance of all Program locations.

Position Summary:
Reports to the Base Operations Director. Directly responsible as the subject matter expert in Physical Security, Security Administration, Information Security, Operations Security and Loss Prevention. Includes responsible to supervise and direct security measures necessary for implementing the National Industrial Security Program Operating Manual (NISPOM) and related Federal and US Army requirements. Responsible for developing, establishing and maintaining plans, policies, and procedures which ensure compliance with security requirements established by contract, law and regulation. Responsible for security program compliance of all Program locations.
MAJOR JOB ACTIVITIES:

Supervises and directs the Vectrus APS5 Security Department in the operation of Physical Security, Security Administration, Information Security, Operations Security and Loss Prevention measures in compliance with the Contract, NISPOM, applicable US Army Regulations and Vectrus Security policies.
Performs all duties assigned to the Facility Security Officer by the NISPOM.
Perform all duties as the Operations Security Officer [OPSEC]
Prepares and implements the Physical Security Plan, OPSEC Plan, Internal Operating Procedures, Work Instructions, post orders and other related documents as required for the accomplishment of Contract and AR requirements across the Program.
Conducts site assessments and inspections of AFSBn Kuwait Facilities and Security operations to ensure that established security and loss prevention procedures are being followed and that Program Security planning and execution measures are effectively meeting Program and Contract objectives.
Supervises and directs security measures necessary for the proper classification, downgrading and for safeguarding classified information.
Supervises and directs security measures necessary for Physical Security, Access Control and Loss Prevention for USG and Vectrus facilities and property assigned to the Contract.
Conducts investigations into security violations within corporate guidelines.
Conducts security indoctrination and education programs as required.
Maintains an effective working and professional relationship across all levels of the Vectrus Aps5 Program, with Government Officials and Installation Security elements.
Demonstrates professionalism and good judgment under stressful situations and provides a high level of customer service in a calm and professional manner. Uses good judgment and available information in order to resolve issues while remaining objective at all times
Performs other duties as required.
MATERIAL & EQUIPMENT DIRECTLY USED:
Automobile, Mini Van and Pick Up Truck. Office Computers.
WORKING ENVIRONMENT:
Work is generally conducted in an office environment; however, duties do involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published company work rules.
PHYSICAL ACTIVITIES:
Work will require lifting up to 50 lbs., stooping, climbing, prolonged standing, prolonged sitting and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents.
Vision correctable to 20/20, good hearing and speaking is required to perform security duties to include supervision of a large shift guard force consisting of personnel with a wide variation in English Language skills dispersed over large open lots with extensive vehicle lay down.
Qualifications
MINIMUM QUALIFICATIONS:
Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
Bachelor’s Degree in a related field or equivalent. Formal training in Industrial Security.
Position requires incumbent to be licensed to drive in Kuwait. US State Drivers License and ability to obtain a Kuwait Driver’s License or a current Kuwait Driver’s License is Required.
Must be a U.S. citizen and able to obtain and maintain an SECRET Clearance.
Experience: Minimum of ten years of experience in security with a minimum of five years supervising a security or law enforcement team. Minimum of two years of experience in an overseas DoD related security position with Physical Security related tasks performed.
Demonstrated experience with and working knowledge of JPAS/JCAVS, OPM, e-Qip, NISPOM and other DA/DoD Personnel Security Policies.
Skills:
Good oral and written communications skills are required for correspondence, reports, briefings, security awareness and education.
Strong working knowledge of information security, industrial security, personnel security and physical security.
Leadership skills, management of teams
Computer skills with office systems software to include Microsoft Word, Excel, Power Point and Outlook. Proficient writing skills required for Work Instructions, PIOPS and Plans.
