Security Coordinator

ROLE PURPOSE:

The Security Coordinator assists the Safety and Security Manager (SSM) and Senior Management Team (SMT) in ensuring the safety and security of SCI staff and assets in Ukraine through the implementation and compliance oversight of relevant policies and procedures. The Security Coordinator plays a key role in establishing and maintaining relevant in-country networks, primarily vis-a-vis national counterparts and stakeholders, and supports crisis and incident handling processes.

SCOPE OF ROLE:
Reports to: Safety and Security Manager

Regional Dimensions: Save the Children works in 14 countries across the Middle East and Eurasia with a current staff complement of approximately 1500 staff and current expenditure of approximately $150 million each year. In response to the humanitarian situation, Save the Children is running operations in Ukraine and this position will play a key role in supporting the established activities.

KEY AREAS OF ACCOUNTABILITY:
Generic Responsibilities
Monitor, evaluate and suggest changes and improvements to the SCI Security Management System based on observations and inputs from SCI staff;
Support the SSM and management in defining the security strategy for SCI in Ukraine including identification of risk mitigation measures including costing and technical specification to suggested solutions;
Support ongoing contextual analysis in order to track major development related to the security situation in SCI's areas of operations;
Advise the SSM and management on specific security issues and take a central role in incident and crisis management situations;
Communicate and coordinate security activities and tasks with other SCI security staff in all field locations;
Coordinate and liaise with other NGOs, UN agencies, CIMIC, INSO and local authorities / security services to establish a network for security information exchange;
Support other parts of SCI in establishing relationship with relevant governmental counterparts;
Assist in and/or lead the assessment of new areas of operations;
Conduct regular security risk assessment for all locations with SCI presence;
Assist the SSM and security officers in providing security training to staff.
Any other duties as assigned by Supervisor

Specific responsibilities

Respond to, record and track SCI-relevant incidents and provide analysis of key trends and risks;
Provide direct support to security officers, including with stand-in, when on leave or absent from their duty station;
Conduct security related drills and exercises (e.g. fire drills, evacuation exercises)
Assist in development and implementation of relevant security-related documents (security plans and SOPs, evacuation plans, contingency plans etc.) for all locations that SCI is operational in;
As requested, represent SCI externally in relevant external fora;
Prepare periodical and ad hoc reports.

Critical interfaces
Project managers to understand and support their needs and challenges linked to security and safety;
All other departments within SCI Ukraine to ensure a systematic approach to security and safety support to all field locations
Specifically fleet on vehicle tracking and security policies and procedures to further enhance staff safety and security on the roads.

QUALIFICATIONS AND EXPERIENCE
Advance diploma or BA Degree in Politics, International Relations or related areas
A minimum of 3 years security and operations experience in a corporate or NGO environment, including of managing security / operations in complex environments.
A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
Solid experience of developing and ensuring the application of policies and procedures
Ability to analyse information, evaluate options and to think and plan strategically
Ability to develop and maintain user-friendly data collection and tracking systems for movement
Ability to work effectively with and manage people of diverse backgrounds, to motivate and inspire and to promote positive, lasting change in their lives.
Demonstrable commitment to humanitarian principles and accountability frameworks, especially in working with very vulnerable populations.
Excellent interpersonal, communication and presentation skills
Fluency in written and spoken English
Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
