Pilipinas Shell Petroleum Corporation (PSPC) refines, blends, transports and sells a wide range of high quality fuels, lubricants, liquefied petroleum gas, bitumen and other specialty oil-based products. It operates a 93-thousand barrels per day refinery, 22 oil depots across the country and over 970 retail stations nationwide.

Job Purpose:
To provide enhanced Corporate Security leadership on strategies for risk identification and mitigation design.
To provide assurance and accountability to Shell Businesses operating in Philippines that the risks to Shell assets, projects, staff, information and reputation from security threats are managed within acceptable limits.
To maintain a professional security capability inside Shell and to continuously improve the security performance of the organization in a diverse operating environment.

The incumbent will line-manage the Business Security Manager (JG4) and functionally manage a network of Business Security Focal Points, security contractors and security service providers.

The position will impact across the various Businesses in Philippines where Shell has a Downstream and Upstream footprint, including Capital Projects.


The incumbent provides direct support to the Country Chairman (CCh) and Country Coordination Team members of Shell Philippines, and is line-managed by the Regional Security Manager (RSM) Asia Pacific in Singapore.

The position is based in Manila, Philippines, on Local terms.


The position will have a significant impact on the further professionalization of the Security Function.


The incumbent has the responsibility for the oversight and influence of all security costs to the organization in Philippines.

Key Challenges:


Understanding Business Strategies and keeping up to date with the dynamic threat environment in Philippines in order to optimize security support, whilst maintaining a balance between security threat and cost of risk reduction.


Influencing NOVs’ approach and standards on Security risk management.


Monitoring and mitigating security threats which may impact Shell’s operations.


Minimising Shell’s exposure to Information Security threats and protecting Shell’s intellectual property.


Maintaining Shell’s security compliance and assurance obligations.


Developing the core competencies of employees with security responsibilities and integrating security into the business.


Raising the profile of Corporate Security amongst senior leaders and business managers.

Requirements


A high calibre security professional with a minimum of 10 years relevant security risk management experience, preferably including senior positions in both Public and Private Security.


Inspiring leader with proven ability to build and manage a professional security organisaton.


Strong drive for collaboration with other security functions, including REAP, IRM and STASCO, requiring sound understanding of Physical, Information, and Maritime Security Management.


Good understanding of Business and Function structures.


Ability to balance risk, standards/requirements, and Business needs.


Strong influencing skills across organizational boundaries, including NOVs.


Excellent communication skills, ability to set direction, build, communicate, and implement a shared vision with regards to security risk management.


Ability to network across Businesses, Functions, and the Security Skill Pool, as well as externally across Public and Private Security organisations.


Analytical and problem solving skills.


Capable of producing high-quality written reports and security briefs.


Self propelling individual, displaying initiative, flexibility, efficiency, and tact and diplomacy to achieve agreed targets.
