Engility is seeking a  Country Managerto work in  Cameroon with the State Department ACOTA (African Contingency Operations Training and Assistance)Program.

ACOTA is a program within the Office of Regional and Security Affairs, Bureau of African Affairs at the Department of State. It began as the Africa Crisis Response Initiative (ACRI) in 1997 with the mission of enhancing the capacity of African partner nations to participate in worldwide multinational peace operations. ACRI was restructured as ACOTA in 2002 and incorporated into the Global Peace Operations Initiative (GPOI). The ACOTA Program Office (APO) manages the program and policies in collaboration with the Department of State’s Bureau of Political-Military Affairs, the Office of the Secretary of Defense, and Africa Command (AFRICOM). The program provides extensive field training for African peacekeepers plus staff training and exercises for battalion, brigade, and multinational force headquarters personnel. ACOTA also provides equipment for African multinational peace operations’ trainers and peacekeepers. The decision by a partner nation to deploy ACOTA-trained troops is a sovereign national decision. An ACOTA partner’s participation in multinational peace operations normally falls under a mandate from the United Nations, the African Union (AU), or a regional organization such as the Economic Community of West African States (ECOWAS).As an international partner, ACOTA seeks to complement and support allied peacekeeping training efforts and welcomes their participation in training events.

The ACOTA Country Manager will serve as the Program Manager's primary point of contact for contract execution and coordination in Burkina Faso.

Responsibilities include but are not limited to:
Overall contract execution at his/her location and assists the PM in managing the contract at that location. The CM is the in-country manager of the workflow process at the deployed location and manages all aspects of mission completion.
Provides mission guidance to Senior Trainers and/or Team Leaders for execution.
Manages personnel assignments and reassignments to different in-country ACOTA Program training tasks and missions.
Maintains accountability, quality, and efficiency standards of productivity for deployed personnel.
Monitors and tracks movement of all ACOTA contractors traveling to, working in, and departing the country the CM is deployed to.
Responsible for individual and collective training of established and /or newly formed PKO units.
Provides direction and oversight of day-to-day operations in-country ACOTA training. Coordinates and manages all in-country personnel and logistical support for ACOTA contractors.
Ensures all instructor/trainers are prepared to teach and teach to standards stipulated in APO task orders.
Inspects and supervises all in-country training. Liaises with Host Nation, USG, and APO representatives.
This position is for temporary work of limited duration of approximately 11 weeks. MINIMUM 

TANGIBLE QUALIFICATIONS:
Previous US Army/USMC manuever Battalion and/or Brigade Commander (LTC/COL); Branch must be either infantry, armor, cavalry, or SOF Officer
Minimum of 10 years military operations and training experience (or civilian equivalent) required with a strong background in overseas program operations.
Has a minimum of three to five years of increasingly responsible experience as a Program Manager or Project Manager in the field of military training or in a related area.
Individual must have completed U.S. Military Education Level 3 or 4 (Command and General Staff College or equivalent) completion requirements.

PREFERRED QUALIFICATIONS:
Staff experience at battalion, brigade, or Special Forces B Team level (or civilian equivalent) is preferred.
Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree, preferred.
Experience operating in areas with limited life cycle support and in hardship conditions preferred.
