Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected. Appointment against this post is on a local basis.

Responsibilities
Under the overall authority and guidance of the Chief of Security, the Senior Security Officer will be responsible for the following duties:

• Provide security coverage at entry points to prevent entry to unauthorised persons or vehicles and the unauthorised removal of Special Tribunal for Lebanon (STL) property;
• Screen all personnel, packages and vehicles entering the premises including clearance through metal detectors and by use of x-ray equipment, Identify and retain custody of any prohibited items found;
• Conduct patrols within the STL premises; Provide information and directions to all persons associated with the Organisation, including visitors; Control, identify and clear pedestrian and vehicular traffic entering and exiting the premises;
• Maintain log books and records as required; Maintain alertness for any potential or actual breach of security and any disturbance or unusual activity and report these and all security, fire and safety violations to the Security Control Centre;
• Ensure the safe custody of any detained persons whilst at Court or elsewhere within the STL premises; Operate the STL Security Control Centre, including monitoring of CCTV, communications, fire prevention and alarm systems surveillance system. Secure and escort VIP’s, sensitive witnesses and other personnel whilst in the premises.
• Provide an emergency response capability within the STL premises; Submit detailed investigation reports on security related incidents; Complete and pass all specified induction, refresher and other specialist training;
• Provide Security and Safety services to courts and court related activities. Support the shift supervisor and assist him/her as his/her second in command. Assume the role of the shift supervisor in his/her absence. Under the guidance of the shift supervisor act as the role model and mentor for new security officers during their initial period of training. Assist the shift supervisor to achieve and maintain the high standards expected of the shift. May be temporarily or permanently assigned to the Pass & ID Office.
• Perform other duties as assigned.

Qualifications
Education: High School Diploma or equivalent.

Work Experience: 
Minimum of 4 years of progressively responsible experience with a civilian police force or military police force or International Organisation. Must have previous experience in the safe handling of firearms. Professional experience in the custody of detained persons would be an advantage. Previous work experience in Pass & ID Offices or in the Fire Safety field will be considered as a strong asset. Candidates need to have demonstrated expertise in the following areas: Screening of staff and visitors, vehicle search, visitor management systems, control centre and related electronic security systems, public address system, internal and external patrol, firearms handling (attested by satisfactory completion of current UNDSS, police or military firearms tests), Candidates must successfully pass or have passed the STL use of force policy, control and restraint programme and first aid and general security theoretical knowledge of Control Centre Operations. Candidates must be mentally and physically fit.

Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, proficiency in oral and written English is required. Knowledge of the other official languages is an advantage.

Other: Computer skills, investigative skills, handling of hazardous materials skills will be considered an asset. Applicants should be between 22 and 40 years of age, exceptions may be considered when candidates have served with security and safety services at United Nations or other international organization or in cases where special expertise is required. All duties are performed in uniform. At times however, the officer may be required to perform duties in civilian clothes. Duties may require long period of standing, working evenings, overnights and on weekends. Officers are also required to meet STL firearms qualification standards. Candidate may be invited to sit a written test as part of the selection process. Candidates must be able to pass a fitness test and may be subject to periodical medical examinations.
