This position is located in the United Nations Interim Mission In Lebanon (UNIFIL). The
Security Coordination Officer at P-3 level reports to the Chief Security Officer (CSO) on all security operations and information coordination.Responsibilities

Within limits of delegated authority, the Security Coordination Officer at P-3 level may be responsible for the following duties: (These duties are generic and may not be performed by all Security Coordination Officers.)

• Appointed as Chief Security Information and Operations Centre (C-SIOC), supervises the Security units (SIOC INFO ex-SICU and SIOC OPS ex-SOC), as assigned by the Chief Security Officer (CSO) or equivalent;
• Serves as an observer to the Security Management Team and as a member of the Security Cell;
• Assists higher level Security Coordination Officers in the management of the Security Section, prepares inputs for the work programme of the unit, determines priorities and allocates resources, monitors performance, determines security resource requirements and prepares inputs for results-based budgeting;
• Develops and implements Security Standard Operating Procedures (SSOP) applicable to his/her branch or unit’s operations and participates in the development of the Security Risk Assessment for the Designated Area and Security Plans to preserve the safety and security of all UN personnel, assets and operations;
• Prepares, develops, updates, implements and ensures that functioning and effective security and contingency plans relevant of the unit’s expertise or, as required
• Contributes to security risk assessments on different topics within the mission area and produces analysis papers on a weekly basis to keep the CSO aware of trends in preparation for Mission Leadership Team and SMT meetings.
• Establishes lines of communication and meets regularly with security focal points, UN personnel, Host Government authorities (whenever feasible), as well as Military and Civilian Police components of field missions to plan and review security related matters;
• Provides training and advice to his/her unit’s personnel on security matters;
• Acts as a focal point for security information flow on issues of assignment and is a permanent member of the Mission’s Information Community.
• Maintains continuing awareness of prevailing local security conditions, identifies potential threats and advises UN personnel to follow appropriate preventive steps;
• Acts as an advisor to the CSO when a Crisis Management Team is established in crisis situations, ensures crisis preparedness and timely coordinates emergency and crisis situations response in a timely manner;
• Monitors air, land and sea evacuation capability to be used in emergencies; conducts evacuation exercises and recommends appropriate action; Assesses evacuation resources availability and submits request to cover the need;
• Monitors accessible areas, maintains tracking systems, establishes and coordinates an efficient 24-hour Emergency Response System (ERS);
• Identifies gaps in existing capability and makes recommendation for amendment where necessary.
• Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; Coordinates implementation of security arrangements by the guard force management, as recommended by the security risk assessments;
• Coordinates development of Principal Security Risk Assessment and implementation of recommended mitigating measures; assigns protective services for Senior United Nations Officials or visiting VIP’s as necessary;
• Performs as Duty Officer in the Security Information and Operations Centre whenever it is required;
• Obtain, study and implement all security policy promulgated by the Inter-Agency Security Management Network (IASMN);
• Performs other duties as directed by the CSO or delegated authority.

Work implies frequent interaction with the following:
• Head of Field Mission and Designated Official for Safety and Security, Senior Administrative Officers and Directors, Chief of JMAC and Chief of JOC;
• United Nations Resident Coordinators (In designated countries), Deputy Resident Representative;
• Security personnel, United Nations Department for Safety and Security (UNDSS) including field personnel and desk officers at the Peace Operations Support Section (POSS) at UNDSS headquarters;
• Security personnel, Department of Peacekeeping Operations including the DPKO-DFS Focal Point for Security at Headquarters;
• Security personnel, Agencies, Funds and Programmes operating in the mission’s area of responsibility and/or other field missions.
• Military and Civilian Police Officers.
• Project Managers and other Project personnel.Competencies

An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations with focus on security management;
• A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree;
• A first-level university degree may be substituted with a diploma and/or certification resulting in an appointment as commissioned officer from a national police or military academy, in combination with two years of qualifying experience in military or police at the rank of a commissioned officer (i.e. Lieutenant / Inspector or equivalent).
UNDSS Security Certification Program (SCP) and / or UNDSS Security Analysis Process and Practice (SAPP) Certification is/are and advantage.Work Experience

• A minimum of five years with advance university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required; of which;
• At least three years of progressively experience in security operations centre or similar entities, within a military, police or security organization is required.
• At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required.
• At least one year experience and exposure at the international level is required.
• Desirable experience: management of security units in a multi-cultural environment, security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, logistics for security in a conflict or post-conflict environment, security staffing in a conflict or post-conflict and multicultural environment.Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English, (both oral and written) is required. Knowledge of Arabic is an advantage.Assessment
