The EIB, the European Union's bank, is seeking to recruit for its Corporate Services (CS) - Buildings and Logistic Department (BLD) – Facilities Management Services Division (FM-SED) – Security & Safety Unit (SEC), at its headquarters in Luxembourg, a:

Security Officer – Business Travel
The term of this contract will be 4 years **
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The EIB Campus is composed of three owned buildings (EKI, WKI and Crèche) and several rented buildings on the Kirchberg plateau (EIB Training centre, BHK, BLB, President and IAK buildings) with a total net office area of +/- 200,000 m².
The majority of EIB Group staff are based in Luxembourg, where its buildings accommodate presently +/- 3300 workstations. Further workstations are in the process of being rented in Luxembourg to cope with the EIB growth for the foreseeable future.
The EIB Group has external offices in EU countries (15) as well as outside of Europe (19). Due to the increased volume of activities, the EIB Group foresees an expansion of its external offices (EO) worldwide.
The Buildings and Logistics Department (BLD) is composed of four divisions with a total of 60 staff:
a. The BLD Management Office Division (BLD-MO), in charge of the overall coordination of FM operations, Quality Management, transversal program management and financial control as well as of the management of external offices projects and logistics.
b. The Facilities Management Technical Division (FM-TED), in charge of technical facilities management (building maintenance, technical projects, workspace management)
c. The Facilities Management Services Division (FM-SED), in charge of facilities management services (security and safety, catering / concierge services, FM services desk, mail services, cleaning, parking, mobility and travel management) in Luxembourg. The division manages leases for rented buildings in Luxembourg
d. The Building Task Force Division (BTF), in charge of the construction of an additional on-campus building for 1500 workstations
The Security Officer – Business Travel will manage travel security services for the EIB worldwide business. Furthermore, s/he provides back-up for security and safety matters at the EIB Group office buildings in Luxembourg. S/he will actively contribute to the definition of strategies, policies and procedures for the management of crises and corporate evacuation scenarios.
Operating Network and specific post environment
The Security Officer – Business Travel will report to the Head of Security & Safety Unit. On a bi-monthly basis, the Security Officer will perform call-out rotas.
This position requires a high sense of responsibility, flexibility and availability in the event of a crisis or incident that may affect the safety of the EIB Group members as well as a high level of confidentiality, discretion, diplomacy and excellent interpersonal and communication skills at all levels.
Internally, s/he will interact with Travel Management Services Team, Personnel, Business Continuity Management, Crisis Operational Team and other BLD divisions/units and all EIB Group Directorates.
Externally, s/he will interact with EU group “Emergency Response Plan”, counterparts within EU institutions, Control bodies and administrations in the areas of security and safety (Inspection du Travail et des Mines (ITM), rescue services, police, Haut Commissariat à la Protection Nationale (HCPN), etc.), Services providers, consultants, head of sub-contracted companies on site.
Accountabilities
Under the supervision of the Head of Unit, the Security Officer – Business Travel will be responsible for:
  • Implementing operational security policies and procedures and making suggestions to improve all unit activities ensuring a high quality of service, this may include:- Participating in the design of the service requirements and service delivery criteria for local and overseas crisis management, safety and security activities and business travel
  • Establishing and running training programmes for business travellers and procedures for EIB Group members
  • Defining performance indicators and levels for business travel security services contract monitorin
  • Coordinating security services for business travel, this may include:- Identifying security requirements for business travel, in conformance with the applicable security protocols
  • Managing security arrangements and providing advice for staff travelling overseas and within the EU
  • Developing and delivering continuous risk and threat assessments in own area of responsibility
  • Managing contract execution and ensuring quality for outsourced contracts in line with BLD contract management policies and procedures
  • Managing external taskforce/consultants in their daily activities, where applicable
  • Providing advice and recommendations in own domain and proposing appropriate solutions and actions; such following-up on political developments that may have an effect on the security of staff travelling overseas
  • Backing-up for security and safety contract management for Luxembourg premises
Qualifications
  • University degree (MSC or PGDip or equivalent) in a relevant field (Security Management or Risk, Crisis & Disaster Management)
  • At least 3 years’ professional experience in implementation of corporate security management standards and procedures and proven ability to conduct security and threat assessments Excellent knowledge of risk management methodologies and practices. A certification in Security Risk Management would be considered an advantage
  • Experience in incident, crisis management and overseas security
  • Experience in international/foreign security affairs would be an advantage
  • Excellent knowledge of contract management methodologies and hands-on experience in managing outsourced services contracts
  • Proven experience in delivery of training and communications including procedures and reports
  • Good knowledge of procurement regulations and practices
  • Knowledge of global security issues, particularly those affecting business travellers
  • A clear understanding of the EIB Group’s mission, strategy, policies, procedures, organisation and activities
  • Proven ability to work in an international environment
  • Experience in a financial service institution would be an advantage
  • Fluent in English and a good command of French.(*) The knowledge of a third language would be an advantage

    () There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages
