IEDD Specialist (Improvised Explosive Device Disposal)

Description:

Based within our Western and Central Africa programmes, you will be responsible to the Programme Manager for overseeing all aspects of HALO IED Operations. Your primary responsibility will be to conduct Improvised Explosive Device Disposal (IEDD) Operations, providing leadership and guidance to your team, whilst ensuring that HALO’s reputation remains strong. You will also advise on Improvised Explosive Device threat mitigation procedures and deliver IEDD and IED risk awareness training as required. Fluent oral and written French is obligatory for this position.

Responsibilities are to:
Lead the IED team when responding to IED callouts, ensuring all safety and security measures are in place
Conduct initial and continuation training to the IED team
Maintain all IEDD and associated equipment, explosives, vehicles etc
Conduct evaluation and review of all technical procedures utilised to ensure safest and most efficient deployment of all programme assets and safety of your staff
Advise on IED threat mitigation measures appropriate to the local threat and conduct briefings and awareness training to programme approved personnel
Provide technical reports on operational matters on request
Conduct quality management of the project operations, including information management
Maintain currency of the local situation and liaise closely with relevant actors
Advise the Programme Manager of new threats and trends and any equipment required to meet such threats and trends


In addition, when not participating in IEDD activities, you will be expected to assist the Programme Manager with other field duties as required. This may include the safe conduct of demolitions; the training and management of EOD teams; quality assurance and security checks; providing updates on any programme issues; and other associated duties.

REQUIREMENTS
Required Qualifications:
Recognised qualification for the conduct of High Threat IEDD Operations
Fluent French (oral and written) and English (working knowledge)
Proven team working and leadership skills
Proven previous experience of operating in hostile high threat environments within at least the last 5 years
Management (NGO or commercial EOD work, relief and development programmes or military qualifications)
Full Driving Licence
