Duties
ICITAP is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives.
THIS POSITION IS TO BUILD A PIPELINE OF FRENCH SPEAKING ADVISORS FOR POTENTIAL WORK IN BENIN FOR THE DEPARTMENT OF JUSTICE
MINIMUM TANGIBLE QUALIFICATIONS:
Bachelors or advanced degree from an accredited university; ideally in a law-enforcement-related field of study, such as criminal justice, police science, or forensic science. Equivalent law enforcement training will be considered in lieu of a college degree, contingent upon the training. Examples of such training may include the FBI Academy at Quantico; homicide, drug, and other specialized investigative training; executive management programs; public manager certifications; details/assignments spent with federal agencies such as the Drug Enforcement Administration; etc.
A minimum of 15-20 years as a sworn law enforcement officer in a U.S. law enforcement organization, whether federal, state, or local. Candidates should have held the rank of chief of police, deputy chief of police, commander, major, captain, or lieutenant or the equivalent to these ranks.
Former military candidates should be able to demonstrate experience as a field-grade officer in a law and order assignment in which they conducted and supervised/managed criminal investigations; training; and internal affairs investigations.
Must possess knowledge of the operations of a U.S. law enforcement agency, such as patrol, criminal investigations, internal affairs, recruiting, training and training academy management, budgeting and finance, forensics and crime scene management, and intelligence-led policing.
Experience in international law enforcement development work, particularly in Africa, is desirable, to include work with U.S. Africa Command, United Nations, U.S. Agency for International Development, U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs, etc.
The described requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience
Must be able to obtain a Public Trust from DOJ prior to deployment
U.S. citizens/Green card ONLY due to government or federal requirement.
LANGUAGE REQUIREMENT:
Because the official language in Benin is French, the candidate must be able to speak and understand French with no assistance from a translator. The candidate will ideally be able to write and read with minimal or no assistance from a translator.
The language skill level of the candidate can be measured against the U.S. Department of State’s language proficiency requirements, as indicated below. A level 3 or above is desirable.
Able to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics
Able to read standard newspaper items addressed to the general reader, routine correspondence, reports, and technical materials in the individual's special field
PREFERRED QUALIFICATIONS:
5-7 years of experience working internationally
Having worked in like countries with hardship posts ( Haiti, Liberia, West Africa )
Experience in managing multi-agency, cross-border, complex drug investigations related to organized crime is highly desirable.
Past experience as a law enforcement trainer or police training academy commander is also desirable, but not mandatory
