Org. Setting and Reporting
This position is located in the Misión de las Naciones Unidas Colombia. The Security Officer at the P-3 level, will also act as Field Security Coordination Officer and reports to the Chief Security Adviser / Chief Security Officer (CSA/CSO).

Responsibilities
Within the limits of delegated authority, the Field Security Officer at the P-3 level will be responsible for performing the following duties:

•Supervises the security units in his/her AOR, as assigned by the Chief Security Adviser (CSA/CSO);
•Serves as a member of the Area Security Management Team (ASMT) and local Security Cell;
•Assists the DCSA/ DCSO in the management of the Mission Security Section, prepares inputs for the work programme of the unit, determines priorities and allocates resources, monitors performance, determines security resource requirements and prepares inputs for results-based budgeting, as requested;
•Develops and implements Security Standard Operating Procedures (SSOP) applicable to his/her unit operations and participates in the development of the Security Plans to preserve the safety and security of all UN personnel, assets and operations;
•Prepares, develops, updates, implements and ensures that functioning and effective security and contingency plans relevant of the unit's expertise, in his AOR as required;
•Contributes and develops the Security Risk Management for the area of operations in coordination with the Analysis and Security Risk Management Unit ( ASRMU);
•Establishes lines of communication and meets regularly with security focal points, UN personnel, Host Government authorities, as well as Military and Civilian Police components of field missions to plan and review security related matters, in his AOR;
•Provides training and advice to his/her unit's personnel on security matters;
•Acts as a focal point for security information flow on issues of assignment;
•Maintains continuing awareness of prevailing local security conditions, identifies potential threats and advises UN personnel to follow appropriate preventive steps;
•Acts as a member of an Area Crisis Management Team in crisis situations, ensures crisis preparedness and timely coordinates emergency and crisis situations response in a timely manner in his AOR;
•Monitors air, land and/or sea evacuation capability to be used in emergencies; conducts evacuation exercises and recommends appropriate action; Assesses evacuation resources availability and submits request to cover the need;
•Monitors accessible areas, maintains tracking systems, establishes and coordinates an efficient 24-hour Emergency Response System (ERS);
•Identifies gaps in existing capability and makes recommendation for amendment where necessary;
•Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities;
•Insures that Minimum Operational Security Standards ( MOSS) are fully implemented and conducts regular security compliance inspections within his/her AOR;
•Coordinates implementation of security arrangements as recommended by the security risk assessments;
•Obtain, study and implement all security policy promulgated by the Inter-Agency Security Management Network (IASMN);
•Performs other duties as directed by the CSA/CSO or delegated authority.Competencies

Education

An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations with focus on security management is required. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma and/or certification resulting in an appointment as commissioned officer from a national police or military academy, in combination with two years of qualifying experience in military or police at the rank of a commissioned officer (i.e. Lieutenant / Inspector or equivalent).


Work Experience

A minimum of five (5) years with advance university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required; of which at least three years of progressively experience in security operations centre or similar entities, within a military, police or security organization is required; and• At least two years of experience in managing multiple and divers military, police or security units operating in a conflict or post conflict environment at an international level is required• Desirable experience: management of security units in a multi-cultural environment, security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, logistics for security in a conflict or post-conflict environment, security staffing in a conflict or post-conflict and multicultural environment.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
