CONTEXT

Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

BRIEF INTRODUCTION TO THE PROGRAMME

In the Philippines, MdM implements since 2013 a project aiming to mitigate the environmental and health hazards linked to informal e-waste dismantling. The project targets informal dismantlers as vulnerable population in order to improve access to health services adapted to their needs, as well as seeking to develop their social and legal status, in four urban poor areas of Metro Manila. The project aims to mitigate sanitary and environmental consequences of informal dismantling through

1- capacity building of informal e-waste dismantlers’ communities,

2- knowledge and skills development of informal e-waste dismantlers

3- strengthening of the health care system on heavy metal intoxication

4- advocacy for access to health care

ORIGIN OF REQUEST

The Philippines mission can potentially be affected by very different types of security incidents, ranging from devastating natural disasters (cyclones, earthquakes) to criminal activities in the urban poor areas where MdM operates (shooting, violence, criminality). In 2016 elections will take place at national level in May and at barangay / municipality level in October, during the campaign period before the elections, security incidents will very likely increased, due to confrontations between supporters of different parties.

MdM is therefore looking for a consultant to deliver a tailored security training to its team, specifically adapted to the context of Metro Manila where the programme is implemented.

OBJECTIVES

MdM is looking for a consultant to deliver a security training to its team in the Philippines. The main objective of the requested security training is to provide the MdM team with the skills to prevent, mitigate and respond to a wide range of possible security incidents which could affect MdM’s operations in the Philippines.

More specifically, the training will improve the participants’


Capacity to conduct context and risk analysis


Capacity to implement risk mitigation strategies


Team coordination to respond to an adverse events


Knowledge of MdM specific regulations on security management

TIMETABLE

The training will preferably be conducted between March and June.


Documentation phase (document review, 1st preparation of sessions): 2 days (from home)


Fieldwork phase (briefings, field visits) 2 days (in-country)


Training preparation phase (adaptation of sessions) 2 days (in-country)


Training delivery phase 4 days (in-country)

The activity schedule is for guidance and is liable to be modified at any time, depending on the context and on the security situation in particular.

EXPECTED DELIVERABLES


Documentation phase: Desk research for context analysis


Fieldwork phase: Material for context analysis


Training preparation phase: Training materials including slides and participatory exercises developed


Training delivery phase: Training sessions facilitated and evaluated

SKILLS REQUIRED

The consultant has extensive experience in international development, managing or setting-up INGO country programmes, conducting country and risk analysis. He/she has a track record in conducting security training for INGOs. S/he speaks fluent English. Knowledge of Tagalog is an asset.
