Role Summary:
BTCI is seeking Kenyan national consultants to support the Finance and Administration Department of USAID/Somalia’s Somalia Program Support Services (SPSS) activity and is also responsible for providing Security and Operations support to other departments of SPSS. S/he works in close coordination with the Finance and Administration Manager, and the Finance and Administration Assistant.

Minimum Education, Skills and Abilities:
A degree in Business Administration, Security or a related field.
Minimum 3 years’ experience working with Operations and Administration Offices.
Minimum two years of security operations experience in multi-cultural teams comprised of both program staff and STTA
Experience of gathering security information from a wide range of sources, analyzing that information on a regular basis and providing on-going graded security advice to a variety of audiences, internal and external personnel
Experience providing logistical support to teams, a proactive team player.
Excellent communications skills, good verbal and written English, and verbal Somali
Interpersonal skills and personal maturity, tact, courtesy, patience, adaptability, initiative, cooperativeness and resourcefulness
Good knowledge of Somalia social, cultural, political and economic contexts
Basic IT skills with a working knowledge of the range of MS Office packages and knowledge of electronic security systems.
Sound judgment and decision making skills, with a ‘hands on’, problem solving approach, able to remain calm under pressure and take control of incidents
Experience of writing procedures, drafting reports, and preparing cases
Ability to work as part of a team, as well as independently

Key Result Area
Main Duties/Tasks

1. SPSS Security Management
Assist the CoP in implementing security as a core business function to be adopted by the whole SPSS
Keep physical security measures of SPSS under constant review to ensure they are adequate to meet current threats to SPSS and staff
Work in close collaboration with the IBTCI Director of Security (Home Office) to monitor the security situation in all of Somalia and recommend any necessary actions as needed to SPSS
Develop / update SPSS security briefing and Provide Security and operational briefing to new SPSS staff and STTAs, for Somalia and Kenya contexts
Assist the CoP in undertaking various tasks in accordance with the IBTCI Security Policy, including undertaking; security surveys, security risk assessments, drafting relevant policies and procedures and compiling security reports.
Represent SPSS on any relevant security workgroups and maintain confidentiality, tact and discretion.
Develop database of security intelligence sources (formal and informal) and develop means of reviewing in-coming intelligence and issuing security updates to SPSS internal personnel and external contractors as appropriate
Develop tracking system of security incidences, including ‘near misses’ that directly affect IBTCI staff and / or external contracted consultants and undertake periodic trend analysis on such incidences
Manage internal SPSS ‘phone tree’ system and undertake periodic system tests, provide feedback to SPSS management on preparedness of SPSS staff to respond to emergencies
Ensure SPSS Travel Checklist is completed and displayed prominently in SPSS offices for any team / individual travel to Somalia. This includes ensuring travel clearance for all travellers is obtained within specified deadlines ahead of travel
Accompany STTAs teams travelling to Somalia to conduct project evaluations
Draft SPSS Security Manual/Standard Operating Procedures;
Ensure that designated SPSS staff and STTA are provided security briefing, copy of Security Manual and keeps records of acknowledgements by all
Regularly monitor local and international media such as TV news, printed newspapers, radios and online news related to security issues and bring relevant issues to the COP’s attention;
Ensure that crisis management plans are in place and regularly updated;
Lead in developing contingency plans in special situation such as national elections, large international events, significant national days/events
Effective implementation of security platforms for civilian operations in conflict zones, including crisis management
2. Provide Administrative and Operational Support to SPSS
Make travel arrangements in Somalia for STTAs such as visas, flight bookings, accommodation, pick up and airport transport, etc.
Assist with monitoring accommodations and office leases, advance notification dates, and invoice accuracy.
Assist finance/admin in maintain HR records, staff files and leave register.
Maintain office supplies and assists with computer system maintenance.
Assist other project staff with clerical functions like setting up printers and network configuration.
Make arrangements for meetings and workshops.
Maintain SPSS inventory list and update whenever purchases are made / items disposed of.
Manage all SPSS procurements and purchases including office furniture, equipment, supplies, and other associated office items
Maintain disposition plans of equipment remaining at the end of specific Task Orders
3. Provide IT Support to SPSS
Point of contact for all office IT issues
Provide support in configuration and use of Satellite Phones owned by SPSS
Help SPSS staff with basic first-line IT Support including hardware trouble-shooting, software installations, and configuration of new laptops and printers
Liaise with external IT service providers to offer advanced IT support for hardware and software
4. Perform other duties as required.

Assists with other tasks or responsibilities that may arise based on SPSS needs

NOTE:

The main duties/tasks on this job description may change depending on the outcome of the assessment being currently done to determine if IBCTI should outsource one security contractor for her three projects in East and Central Africa.
