Handicap International is divided into 2 operational departments:
Humanitarian Action Division
Development Action Division
The mission will be directly link with the Humanitarian Action Division.

MISSION CONTEXT
Yemen has been for long the poorest country in the Arab world. After the Arab Spring in 2011 the humanitarian crises have intensified as one of the major humanitarian crises of the moment since 2012 with almost half of the population being food insecure.
During the summer of 2014 the Shia minority group, called Houthis has somehow taken control of several important cities, among them the capital Sana’a in September.
In January 2015, the Houthis did overthrow the President Hadi and its government, forced to leave the countryand exile in Saudi in FebruaryMeanwhile, the Houthis took the cities of Taez and Aden; they consequently controlled the eastern part of the country. Since end of March, an international coalition of countries (Decisive Storm Coalition) led by Saudi Arabia allied with the Yemeni President, has launched a military campaign against the advances of the Houthis in the countryAden has been taken back by the government forces in July, after four months of war. More recently, in august, anti-Houthis forces took back the country’s largest military base of Al Adan, in the southern part of Yemen.
Humanitarian truces have been decided but not respected twice in July 2015 and this constant instability makes the humanitarian needs of the population still unsatisfied.

PROJECT OBJECTIVES
The intervention of HI in Yemen consists in the support of health structures (hospital, rehabilitation services) in Sana’a with the deployment of teams setting up
-Rehabilitation activities: provision of assistive devices and specific trainings to health staff
-PSS activities to support injured persons
-Mainstreaming of inclusion and vulnerability within coordination forums and providing technical support to other humanitarian stakeholders

MAIN RESPONSABILITIES OF THE EXPATRIATE
The expatriate will be under the responsibility and the line management of the HoM with the technical support of the Head of Safety and Security Unit at HQ level. Within the framework of developing an overall safety and security strategy in Yemen, he/she will be in charge of:
1.Conducting security watch
2.Management of safety and security in coordination with the HoM
3.Ensuring and strengthening the HI security risk management model in country
4.Training and management
5.Reporting on the above mentioned activities to the HoM (the Desk on request).
6.Reporting on security data and contextual development/analysis with the regional security advisor.

MAIN TASKS OF THE EXPATRIATE
Conducting security watch
Gain a thorough understanding on safety and security issues in Yemen, coordination and develop an effective and efficient security related information collection.
 Support the head of mission in the security watch. He is able to recognize, exploit and analyze the information that can have an incidence on HI operations.

Management of safety and security in coordination with the HoM
 Propose to HoM improvements for the management of security in the mission, and participate to the planning of security procedures implementation.
 Ensuring the application of security procedures (SoPs). He analyses and formalizes lessons learnt to HoM.
 Provide feedback and advice on security risks, as well as resources, security documents, strategies and good practice for safety and security management of the HI activities into country including direction for future proposals.
Ensuring and strengthening the HI security risk management model in country
 Ensure that the mission is in-line with HI’s security policy; essentially the risks identified against staff, beneficiaries and assets should be accompanied with an analysis on how vulnerabilities can be reduced in order to mitigate those risks so that maximum program implementation is facilitated.
 Ensure preparation and update of safety and security procedures, documents and tools, and their diffusion to the teams
Training
 Assess risk behavior from HI staff (national and international)
 Provide training and on the job training toward persons who have security responsibilities in the mission
 Continuous appraisal of capacity needed and capacity building of staff
 Organize minimum and context relevant training of all HI staff in general safety and security, including first aid, communication equipment, dressing code, etc.
Reporting on the above mentioned activities
 Facilitate regular reporting on your activities to the HoM
 Participate to intermediate and final project report on safety and security topics when relevant
 Provide the desk officer with a mission report and/or handover document at the end of your mission

PROFILE
Considerable and strong security planning and implementation work experience gained in the context of field relief operations in insecure areas.
Capacity to provide basic security training to the staff and team members.
Substantial experience of working in conflict-affected areas and of associated risks to personal and organisational security
Security assessment/review experience and analytical and planning skills
Substantial experience in developing of security management
Experience of working with INGO and substantial experience of working with teams of people with varying experience of security planning and management
Prior experience in the area a strong asset
Experience in setting up security networks
Experience and ability to work effectively with multi-disciplinary and multi-cultural teams
Proven excellence in communication and liaison skills
Good oral and written reporting skills in English
Good written and spoken English is essential, Arabic would be a distinct advantage
Initiative and creative thinking, patience, sensitivity and tact
Ability to work under pressure and in response to changing needs

JOB CONDITIONS
Based in Amman or Sanaa regarding the security context
Start: 2016, March, 1st
Duration: 8 months (6 months minimum)
Living conditions: GH shared with other expatriates (no charges)
Social insurance: 100% covered
Salary upon experience and HI salary grid.
