BACKGROUND


The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.5 million people are internally displaced and 13.5 million are in need of humanitarian assistance, with 4.5 million in hard-to-reach areas. There are 4.18 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis that is aligned with the IRC2020 strategy centered on an aspiration to design and implement effective programs that impact people's lives in five major areas: health, education, safety, power and economic wellbeing. With an annual budget in excess of $140 million in the Syria Response Region (SRR) and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Safety and security risks are a critical and constant concern in the five countries that comprise IRC's Syria crisis response region, affecting staff and effective program implementation.

Job Overview/Summary:


Working as a member of the regional team and the global safety and security team under the direct supervision and guidance of the Regional Safety & Security Advisor (RSSA), the Regional Security Training & Development Coordinator (RSTDC) will be responsible for developing and delivering training programs and overseeing the capacity building of safety, security, and access management staff, field staff, senior management teams, and select implementing partners in SRR.

In line with requirement of the global safety and security strategy and the IRC2020 Strategy Action Plans commitments, the RSTDC will conduct on-site and remote training for the IRC staff, including program, security, and senior management staff. Additionally, s/he will regularly advise on capacity building and learning to all levels of IRC staff in the region, focusing on the IRC2020 strategic objectives, awareness, planning, practice, and learning in operational safety and security issues, as well as humanitarian access, and crisis and contingency management issues. The RSTDC will consult with country and regional-level stakeholders to inform the design and content of all training modules, and will suggest necessary amendments on the IRC's Standard Operating Procedures (SOPs) in respective country Security Management Plans (SMPs) based on the feedback/assessments to the RSSA.

By planning and delivering tailored training courses in line with IRC's global safety and security requirements, the RSTDC will contribute to the improvement of the competence of IRC staff in the region in safety and security risk management, and humanitarian access.

The RSTDC will incorporate a focus on the IRC2020 strategic objectives and the Enabling Durable Programming vision in the development and delivery of trainings and all related development work in safety and security risk management.

Major Responsibilities:

Safety & Security Training
Plan, develop and deliver security training courses & workshops in SRR countries to improve the competence of IRC staff in safety and security risk management pertaining to external and internal risks, including program specific threats and vulnerabilities.
Liaise with country programs to ensure that the safety & security training needs of IRC staff are understood and met.
Ensure the efficient administration and smooth running of the courses convened in country and field offices.
Create testing and evaluation processes of trainings and capacity building sessions.
Work with HQ and other regions to ensure consistency in development and use of materials and trainings.
Keep up-to-date with developments in training methodology and security issues in humanitarian aid and incorporate learnings into the curriculum.
Tailor training and capacity building materials for remote management use and/or delivery.
Identify all transferable and/or relevant content to implementing partners and build into tailored and specific training modules.
Work closely with regional e-learning initiatives and embed relevant materials into trainings for all IRC staff, implementing partners, and the wider humanitarian community.
Organize and remotely conduct Training of Trainers for staff based in remote field sites.
Work with colleagues within local security management teams and external contacts, as necessary.
Represent IRC at training events and other networks and forums.
Assist country program offices in identifying and assessing ad hoc online and offline security training providers appropriate to security environments.

Safety & Security Orientation:
Update the framework for field security orientations and ensure that security information is up-to-date and utilized.
Support each country program team to ensure that each new employee, visitor and country staff - international or national - receives a safety and security orientation within 48 hours of arrival.
Through close complementary liaison with the IRC Safety and Security functions, HR and country program operations teams, review systems and processes in place by which every new employee receives an appropriate security briefing packet and, when possible, a briefing on personal security, IRC security policies and the relevant country-specific security management plan, and recommend necessary improvements.

Project Planning & Management:
Develop and track a pipeline of efforts contributing to the achievement of security-related strategic commitments throughout the region.
Plan and facilitate safety and security related activities and events, and develop budget spending plans, material production, and distribution.
Assist with the development of program-specific safety and security capacity-building plans and their incorporation into funding proposals in line with programmatic needs.
Create brochures, training materials, and develop multimedia visual aids and presentations.
Prepare and implement training budgets tailored to country needs and incorporate them into funding proposals, locally and regionally.

Development & Support:
Assist the RSSA in various development initiatives related to safety, security, risk, and humanitarian access management.
Develop, review, and/or update SOPs and contingency plans after conducting gap analyses informed by the design and development of training modules and regional consultations.
Develop a sustainable learning program with transferable knowledge through Training of Trainers manuals, guidelines, and lesson plans.
Maintain an accessible archive of materials and resources.
Actively participate and contribute to global security conferences, trainings and global safety and security team meetings.
Any other reasonable tasks or duties as required by the line manager pertaining to safety and security risk management.

Job Requirements:
5 or more years of experience in planning and leading trainings in a complex security or high risk environment
Knowledge of adult student characteristics and adult basic education content areas.
Experience or exposure to humanitarian operations and emergency relief is a must with a preferable focus on risk and crisis management.
Ability to coordinate and partner with regional and local stakeholders either directly or remotely.
Sound knowledge of humanitarian security and a commitment to humanitarian principles.
Demonstrable competence in and enthusiasm for practical training methods.
Sound appreciation of the personal and technical issues facing aid workers, such as international law, codes and standards, gender and conflict issues.
Ability to meet tight deadlines with minimal support.
Excellent interpersonal skills, including tolerance and flexibility.
A willingness and ability to travel to Lebanon, Iraq, Jordan, Turkey, and Syria.
Excellent leadership, people management, and negotiation skills in cross cultural context.
Project management expertise required, particularly project planning, scoping and delivery, proposal writing, budget planning/spending, and delivery.
English and Arabic fluency required for the development and delivery of trainings in both languages.
Computer literacy in MS Office packages, such as Word, Excel, and Outlook. Familiarity with image and video editing tools is an advantage.
