About Ravenhall Prison

Ravenhall Prison will be opening in late 2017. It will be a medium security men's prison located in Ravenhall, Victoria, 22km west of Melbourne. Ravenhall Prison will redefine the role of the modern prison.

A 1000 (built for 1300) bed medium security prison for adult sentenced males. Its contemporary campus-style design reflects four accommodation communities with varying profiles: 1) induction and transition, 2) youth and indigenous, 3) challenging behaviours and more settled prisoners and 4) protection. Community accommodation is complimented by a further 75-bed Forensic Mental Health Unit, 25-bed Unit for prisoners with significant challenging behaviours, and a 25-bed Mission Unit designed to respond intensively and therapeutically to current community issues. In recognition of the importance of Continuum of Care, Ravenhall will extend its presence into the community by providing ex-prisoners with access to post-release support at GEO’s Community Reintegration Centre.

Through investment in opportunities for prisoners to engage in work, education and programs, prisoners will not only be held safely and securely but will be given every chance to turn their lives around. Issues behind much of the crime in our communities – such as violent attitudes, anti-social behaviours and the abuse of drugs and alcohol – will be addressed through innovative programs and interventions. At the same time helping prisoners with day-to-day challenges such as gaining and holding down employment and finding a suitable place to live also help prevent a return to crime.

Ravenhall’s unprecedented emphasis on offender rehabilitation and reintegration is evidenced by a significantly sized team of clinicians, working in concert with a number of Victoria’s most respected organisations including Forensicare, Correct Care, YMCA, Melbourne City Mission, Kangan Institute, and The Gathering Place. Together, Ravenhall will provide an integrated service system that collaboratively will bring about lasting positive change in the lives of prisoners pre- and post-release. Through these partnerships the objective of Safer Victorian Communities will be achieved.



About the Opportunity

Prior to the Centre becoming operational, as the Operations Manager – Security Services you will initially work closely with the Operational Readiness Coordinator, Director Correctional Services and Director, Offender Development Services and other key Ravenhall Project leads being solely responsible for the development and implementation of operational policies and procedures in preparation for the Centre opening.

Upon the Centre becoming fully operational you will be responsible for ensuring the contractual deliverables for security and operational functioning of the Centre are achieved on a day to day basis, working particularly closely with programs and services to ensure that the ultimate outcome of 'safer communities' is achieved. You will also provide assistance to the General Manager in the administration, development, supervision and implementation of operational policies and procedures at the Centre.



Skills & Experience

In order to succeed in the role you will possess the following:
A minimum of ten years’ experience working within a correctional environment or similar, with minimum of five years’ experience in a senior correctional management role (or equivalent).
Ability to establish new operating infrastructure, guidelines, procedures and local policy.
Demonstrated knowledge of policies, procedures, programs, relating to Correctional Centre management and be able to apply them.
Sound understanding of Contract Management.
Demonstrated management experience in previous related roles.
Demonstrated knowledge and understanding of quality assurance including ability to identify and rectify problems and prevent non-conformities.
Demonstrated ability to provide leadership and management in the operating of a large and complex all classification Correctional Centre.
Demonstrate a high level of communication and computer skills.
Tertiary degree or diploma in behavioural science or management supplemented by courses in administration (desirable).
Experience in contract management (desirable).
