Minimum Requirements: This position will require extensive travel to Mali Africa.

High school diploma or general education degree (GED) is required. Must have five years working in sub-Saharan Africa. Must have three years working with the security sector. Must have demonstrated prior professional experience requiring excellent communications skills, both verbal and written including helping foreign governments with the creation of presentations, talking points, and official documents.
Must have an active secret clearance or have held an active secret clearance within the last five years.
Must be fluent in French (minimum 3/3 on the DLPT or FSI Standard for Speaking and Reading)
“Must be prepared to accept a 1-year unaccompanied assignment in Africa”

"Desired Qualifications:

• Experience working as a Military Attaché or in a Security Assistance / Military Liaison office in a US embassy (preferably in Africa). • Experience developing theater engagement plans for a major command (preferably AFRICOM). • Experience working on AFRICAP Task Orders in Africa.

Job Description: The Security Governance Initiative (SGI) Coordinator – Niger will have the following essential duties:

1) Assist Embassy Niamey and the Department of State, Bureau of African Affairs, Office of Security Affairs/ SGI (AF/SA/SGI) to manage the implementation of the “end states” define in the Joint Country Action Plan (JCAP) and all associated activity related to SGI. 2) Track and report weekly on progress made during the implementation of the Joint Country Action Plan (JCAP), including accomplishing activities, objectives, end states and obstacles to completing tasks and upcoming events. 3) Track and report status of all SGI project plans, tied to JCAP objectives to the COR. 4) Provide recommendations to address emerging requirements to accomplish JCAP objectives and end states and make recommendations for sustainable improvement. Collect, track and report to SGI office and COR all anticipated and expended costs associated with SGI implementation. 5) Serve as an interface between Embassy Niamey and the Office of the Presidency (OP) to inform and coordinate on SGI-related issues and activities. 6) Provide monthly updates to the OP on SGI activities or as requested. Monthly updates shall include current information on SGI activities, identification of existing or emerging concerns, and recommending solutions for improved implementation of SGI. 7) Facilitate meetings between OP, the U.S. Embassy, the U.S. SGI Ambassador Lead and others as required. 8) Provide recommendations to the OP in implementing national-level, inter-ministerial SGI activities. 9) Prepare the OP for upcoming SGI activities by communicating requirements for appropriate personnel, conveying expectations for engagement, informing of advance preparation required, compiling relevant GON documents needed for activity, informing of Leahy vetting requirements. 10) Facilitate interaction between OP and SGI implementer, informing Embassy and SGI Office of any concerns during activity. 11) Follow-up with the OP after engagement, communicating any questions/feedback to the implementer. 12) Support the Ministry of Interior (MOI) and Police Services to plan administrative aspects of SGI assistance. 13) Prepare the MOI/Police for upcoming SGI activities by communicating requirements for appropriate personnel, conveying expectations for engagement, informing of advance preparation required, compiling relevant GON documents needed for activity, informing of Leahy vetting requirements. 14) Facilitate interaction between MOI/Police and SGI implementer, informing Embassy and SGI Office of any concerns during activity. 15) Follow-up with the MOI/Police after engagement, communicate any questions/feedback to implementer. 16) Assist Embassy Niamey to coordinate with the Government of Niger on the administrative aspects of SGI programming. 17) Identify and reserve meeting space for Steering Committees and program activities 18) Draft agendas, talking points, and joint communiques 19) Assist with the flow of information between AF/SA/SGI, Embassy Niamey and the Government of Niger. 20) Organize and participate in weekly calls with the SGI Office. 21) Submit weekly situation reports to SGI Office and Embassy representatives and SGI Niger Head of Delegation. 22) Organize and participate in monthly meetings with USG stakeholders 23) Organize bi-monthly calls or VTCs with GON SGI points of contact and USG stakeholders, including preparing agenda, invitations, IT connections, and circulating meeting notes. 24) Collect, inventory, and disseminate After Action Reports (AARs) from SGI implementers following each activity 25) Assist with all administrative and logistical duties in support of USG TDY travelers, before travel and while in country to include: 26) Compiling Country Clearances 27) Share visa requirements 28) Completing required security training 29) Compile fiscal data/fund cites for ICASS/motorpool or other fees 30) Coordinate hotel reservations, local transport/motorpool, airport expeditors 31) Support the Public Affairs Office on media engagements pertaining to SGI.
