West Africa Regional Security Advisor - Dakar

Oxfam’s humanitarian response in West Africa is spread across the region and mainly focused on chronic ongoing humanitarian crises in Sahel (Niger, Mali, Chad and Mauritania), Chad Basin (Lake Chad, southern Niger and Nigeria) and Liberia and Sierra Leone. Current humanitarian crises are caused by ongoing conflict, food insecurity, climate change and epidemics. As such, the security situation in each of these countries is dynamic and potentially volatile and Oxfam’s security management systems need to be robust, up-to-date, and based on strong risk analysis.

By joining our team in West Africa, as a high experienced Security & Safety Expert, you will be supporting senior managers, particularly the Regional Humanitarian Coordinator, Country Directors, field and office staff, and our partner organisations in effectively mitigating potential security threats.

This is a fixed term assignment for one (1) year based in Dakar but will be expected to provide support to all 3 countries and may require regular travel between the locations.

We’re looking for someone with a considerable practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations in insecure areas with excellent analytical skills including context and actor mapping. Your proven influencing, negotiating skills with internal and external audiences including in complex and stressful circumstances, coupled by a deep experience of field based training in security management and procedural issues is an asset. We will also consider your willingness to travel to all areas of the region at short notice, often in difficult circumstances and potentially conflict areas. Your ability to speak and write English and a working knowledge of French is essential.
