World Vision Mali is recruiting the following position:
Position: (01) Security Manager
Reports to: National Director


Purpose of the position:

To support the National Director in ensuring that effective security measures for the National Office programs are both appropriately planned for and addressed within the national context so WV Mali mitigates operational risks and institutionalizes an organizational culture and practice of safety and security.


Major Responsibilities:
Strategy & Planning
• Develop and implement the National Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the National Office are appropriately supported.
• Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training
• Provide leadership/ management of the security team in country. Develop and implement the National Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the National Office are appropriately supported.


Security Operations
• Work with the National Director and Regional Security Director to carry out Security Risk Assessments as required/directed.
• Country Risk Ratings are established and updated as required
• Ensure Core Security Requirements are implemented in line with Country Risk Ratings
• Provide input and support to management in crisis situations and critical incidents
• Conduct security investigations when required.


Networking and External Liaison/Engagement
• Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
• Build ongoing networks for sharing security information and coordination.


Capacity Building and Technical Training
• Coordinate the assessment, development and implementation of the national office capacity building plan for security management based on local security risk assessments.
• Seek to develop a culture of security awareness and monitor staff compliance.


Reporting and Documentation
• Provide a regular security report to the National Office, Region and Office of Corporate Security.
• Ensure that all security incidents are reported in accordance with WV Security Policy.
• Conduct performance reviews of the field-based security focal persons.
• Collect, analyze and disseminate security information appropriately


Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:


Minimum Educational level required:
• Bachelor’s degree or equivalent experience. (Possible alternate education: Vocational studies Certificate with a military or police background.)


Technical Training qualifications:
• A diploma in security training. (preferred)
• First Aid qualified (preferred)


Knowledge & Skills
• Strong technical competencies in safety and security systems management;
• Abilities to communicate effectively,
• Fluent in French and English, and ability to communicate orally and in writing (particularly in a crisis    situation)
• Report writing skills,
• Basic knowledge of HF Radio, SAT Phones, Codan and Cell Phone burst messaging.
• Good driving skills and driver’s license
• Computer literate (Word, Excel, PowerPoint)


Experience:
• Minimum 2 years in a similar position (preferred) or minimum 4 years’ experience in project management, ideally in relief or development agency, ideally based outside of the capital
• No previous criminal record or convictions (essential)
• Minimum three (3) years’ experience working with UN Agency / NGO (preferred)
• Demonstrated experience in designing and delivering training.

Working Environment / Conditions:
• Work environment: Office-based with frequent travel to the fields
• Travel: 25% Domestic/international travel is required.
• On call: 5 % - Non-standard work hours due to the nature of the security occurrences – may be asked outside of normal office hours.
