We are now recruiting a Security Advisor (SA) for our country operation in Central African Republic. The SA will be responsible for development and implementation of the security risk management policy of NRC in CAR.
Central African Republic (CAR) is experiencing a large scale humanitarian crisis, with approximately 400,000 displaced and many more affected. NRC started the country programme in CAR in February 2014, and is currently operating in three field offices; Carnot in the South West, Sibut in the Centre West, Ndele in the north as well as the capital office Bangui.
The programme portfolio includes all five core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Food Security, WASH, Shelter and Education.
The SA reports to the CD.

Job description
Development and implementation of the NRC Security Management Policy at national level
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
Minimize security risks to the operations of NRC
Management of security staff at country office
Support, training, control and development of security staff in all offices
Prepare reports as required
Communicate and cooperate with relevant external security actors
Train and develop staff in safety and security
Provide input to Country Strategy and Plan of Action
Member of Country Management Group
Responsible for the implementation of the security risk management policy of NRC in CAR;
Conduct assessment of and analysis on the context in NRC’s geographical area of operations and be able to advise country management on the potential impact on access to beneficiaries

Qualifications
Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French and English is essential, both written and verbal
Knowledge of the context in Central African Republic or the central Africa region
Ability and willingness to work and live under difficult circumstances
Valid driver’s license

Contract period: 16 months

Salary/benefits: According to NRC general directions

Duty station: Bangui, with 50 % travel to field locations. This is a non-family duty station. Recreational and social facilities are limited, and international staff will be expected to live in shared accommodation of moderate standard.
Approved health certficate will be requested before contract start
