The role of Operational Security Assurance Manager - Vodafone Ukraine will be a key position within the Group Corporate Security function. The role will be predominantly located in Kiev, Ukraine, with travel to the group Headquarters in Paddington, London.


The Partner Markets business manages the relationship between Vodafone and mobile operators in over 50 countries. These operators are in markets where Vodafone has no OpCo presence, and expand the Vodafone global footprint via partnership agreements. Partners are supported by Vodafone’s regional teams in Hong Kong, Moscow, Qatar, Dusseldorf, Brazil and London. The Partner Markets team drives value for Vodafone in three ways: partnership fees, received from partners for access to Vodafone IPR, roaming traffic steering and VGE connections; revenues from the delivery of products and solutions developed for Vodafone operating companies to partners; and reverse synergies - the quantifiable benefit of having a partner footprint that complements Vodafone's local markets.


Vodafone and MTS Group have agreed to renew and enhance their long-standing Partner Markets agreement for the Ukraine, building on the relationship that has existed since 2008.

As part of the renewed agreement, Vodafone will bring its international expertise to the Ukrainian market and launch new products and services under the Vodafone brand, including 3G services and retail outlets. Given the political situation in Ukraine and the various key stakeholders, it’s imperative the security of Vodafone’s infrastructure is appropriately protected given the ongoing threat, thereby protecting Vodafone’s reputation, networks and people.


The key purpose of the role is to manage localised security threats towards Vodafone Ukraine taking, advantage of Vodafone’s experience in this area and utilising the significant experience already in place in Ukraine. The threats include, but are not limited to, technical threat towards IT and telecomms networks, infrastructure and personnel.


As Operational Security Assurance Manager - Vodafone Ukraine your main responsibilities will involve:

Understand and manage the various threats towards systems, infrastructure and people in a holistic manner and detect/report/react in an appropriate manner.
Ensure key stakeholders in Ukraine and Vodafone Group are kept abreast in a timely and secure manner.
Retain the ability to decide on risk treatments or mitigations in combination with peers. Report accordingly.
Ensure the “cyber insider” aspects of personnel and technical security roles are aligned and managed appropriately.
Provide ongoing feedback to peers and those who need to know in Vodafone Ukraine and Group.



As Operational Security Assurance Manager - Vodafone Ukraine your skills and qualifications will ideally include:

Experience in either the government and/or telecoms area(s).
Experience and training in risk assessment and mitigation; personal situational awareness; technical threat capability awareness; and corporate and nation state espionage.
Proof of continuing professional development in all required areas.
Experience in a generalist environment i.e. technical roles, personnel security and physical security.
Ability to understand political risk and apply to working environment, and ensure that any risks identified don’t adversely impact political risk.
Experience of deploying teams while being responsible for risk/oversight in a hostile environment.
Experience of telecommunications systems (from a technical perspective), their management and subversion, and an understanding of how to mitigate, or who to deal with, to complete tasks.
An in depth knowledge and experience of SS7 and related technologies is essential.
Ability to manage and advise people on physical and personnel security and an understanding on how to work with and improve any cyber insider programme from an IT and telecoms network perspective.
Ability to lead investigations in both a technical and non-technical manner. What we will be looking for in you:
