Description

The Celestar Corporation was selected to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re standing by for short order time sensitive task orders for LAW ENFORCEMENT ADVISOR type candidates for various locations throughout the CONUS and OCONUS. INL FOCUS AREAS

Combating Crime and Corruption
INL is at the forefront of U.S. government efforts to address complex transnational threats including transnational organized crime, corruption, illicit trade, money laundering, terrorist financing, cyber and intellectual property crimes, border insecurity, environmental crime, narcotics trafficking, and other types of smuggling and trafficking.

Counternarcotics
The detrimental impact of drug abuse, drug trafficking and related violence do not stop at national borders. In line with the President’s National Drug Control Strategy, INL provides full-spectrum support to foreign law-enforcement partners, many of which face serious challenges from drug-trafficking organizations. INL’s Aviation program helps counter-narcotics police reach remote areas where drugs are grown and processed as well as improving their ability to interdict illicit shipments. INL also works with partner governments to implement drug prevention and treatment programs and develop effective tools to prosecute drug traffickers, seize their assets and limit their ability to influence state institutions.

Leveraging Partnerships
Through innovative engagement with international organizations, INL promotes U.S. anti-crime and drug control standards and best practices that assist and provide models for foreign governments in dismantling and disrupting organized criminal groups.

Rule of Law
INL manages the U.S. Department of State’s foreign assistance resources dedicated to the development of criminal justice systems and the establishment of the rule of law abroad, focusing on “cops, courts and corrections.”

INL manages programs in approximately 80 countries and has a dedicated INL staff at 42 overseas posts who serve in a variety of positions such as International Narcotics and Law Enforcement Affairs Officers, Justice Sector Program Officers including Police and Corrections Advisers. The following represents the various Adviser SME Level Requirements and General Responsibilities.


Subject Matter Expert (SME) VI
Education - Experience: Masters Degree with Eighteen (18) years of related experience

Subject Matter Expert (SME) V
Education - Experience: Bachelor Degree with Fifteen (15) years of related experience

Subject Matter Expert (SME) IV
Education - Experience: Associate Degree with Twelve (12) years of related experience

Subject Matter Expert (SME) III
Education - Experience: Associate Degree with Nine (9) years of related experience

Subject Matter Expert (SME) II
Education - Experience: Associate Degree with Six (6) years of related experience

Subject Matter Expert (SME) I
Education - Experience: Associate Degree with Three (3) years of related experience

RESPONSIBILITIES
Provide mid-level to senior-level subject matter expertise in program planning, designing, technical assistance, and implementation.
Provide mid-level to senior-level management expertise in specialized field of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects.
Assist senior-leadership in the development of program strategies and implementation.

REQUIREMENTS
Must have a high level expertise and ability to solve complex and unusual managerial issues while exercising independent judgment
Demonstrated knowledge and experience using Microsoft Office Suite
Must be an excellent communicator both verbal and written
Ability to work effectively under pressure within short time constraints and during times when rapidly developing events emerge.
Experienced working international or peacekeeping missions, and/or related international development activities.
Must have a Current U.S. Issued Passport

Minimum physical demands for on task positions: Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
Team Members on Task (CONUS only, minimal or no job-related travel):
• Work Environment: The noise level in the work environment is usually moderate.
• Office Type Environment with Temperature Control. May be exposed to chemicals related to office equipment. The noise level in the work environment is usually moderate. General office environment.
Team Members on task (CONUS and OCONUS assignments, some travel):
• Specific vision abilities required by the job may include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
• Team Members deployed to a combat zone must be physically able to live in austere conditions during off duty time that may include extremes in temperature, noise, and must not have any medical conditions that require access to uninterrupted power sources.
• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
