Description

CARE is seeking a ISAO (Interagency Safety and Security Advisory Office) Project Manager that will manage and develop the ISAO capacity, staff and products to ensure the project’s mission is accomplished.

Specifically, the ISAO Project Manager will ensure:
INGOF member organizations have access to improved information, analysis and advice on safety and security issues in Yemen.
The member organizations are successfully engaged with and able to support ISAO team in their relevant activities/networking.
Safety and Security practices of the member organizations are supported and improved.
Develop and improve the capacity of the ISAO products to better meet the needs of the INGOF member organizations and to respond to the changing security situation in Yemen.
In collaboration with the INGOF Steering Committee, continue to build relationships and networking with similar safety agencies and share information on different incidents.

The ISAO Project Manager will report to the INGOF Steering Committee on all the technical aspects of the project and delivery of services to the members and directly to CARE Country Director on all the contractual management aspects of the project, including the project deliverables, budget and expenditures and staff management. The position will be based in Sana’a with frequent travel to partners’ locations in other parts of the country.

Primary skills:
University or higher degree in relevant discipline
At least 5 years’ experience working with INGOs and/or other humanitarian organizations
At least 4 years’ experience working in coordination of humanitarian S&S
Experience with critical incident management
Proven Experience with delivering S&S related training
Proven experience in managing and building capacity of small teams.
Experience in INGO coordination
Experience with the Yemen context
Proven ability to develop and implement effective and contextualized S&S protocols and systems
Ability to prioritize tasks and meet deadlines
Ability to use initiative, solve problems and work effectively with minimal supervision
Stable and robust character, team-player with a good sense of humor
Excellent analytical, communication and listening skills
Fluent in written and spoken English
Knowledge of written and spoken Arabic
