Field Security Specialist-LOTFA Project VA-2015/12/130


At the field and operational levels, the Field Security Specialist (LOTFA) will be supervised by the LOTFA Project Manager, who will serve as the primary supervisor. With technical support from the Senior Security Specialist, who will serve as the secondary supervisor, on the ground and with technical guidance from the Regional Security Advisor (RSA), the FSS LOTFA will be responsible for all aspects of the day to day operations of the LOTFA project related to security policies and procedures of the United Nations Security Management System, In terms of functional matters related to UNDP security, the FSS LOTFA will report to the UNDP Security Office through the UNDP Senior Security Specialist and RSA.. At Headquarters level, UNDP BMS/Security Office (SO) will, through the RSA, provide policy and technical advice to the FSS LOTFA regarding the safety and security of UNDP staff, eligible family members, property and operations within the context of UNDP’s development role, while dovetailing with and respecting UNDSS’s mandate and role, and working within the UN and UNDP security policy and framework.

Duties and Responsibilities:
Responsible for managing all Minimum Operating Security Standards in LOTFA building, located in the Ministry of Internal Affairs (MoIA). However, the final arbiter for security systems will be the UNDP Country Office FSA;
Conduct initial MOSS compliance inspections and maintain minimum operational and residential security standards (MOSS and MORSS) for LOTFA office in Kabul and provinces;
Liaise with the UNDSS, Police department, and other relevant security authorities to gather information regarding security situation in Afghanistan, assess the security situation based on the information gathered and brief LOTFA management;
Ensure the timely security advisory and information is provided to LOTFA staff and project personnel;
Participate in all security meetings on behalf of LOTFA;
Prepare Mission Clearance Requests as required and monitor the progress of those clearances by UNDSS for all travels (incoming and outgoing travels) and ensure the availability of the necessary security logistic requirements such as communication equipment, vehicles compliance, road mission reporting system, security briefings and UN ID cards;
Liaise with UNDSS office and relevant security officers to ensure timely issue of authorizations and other security documentations necessary for LOTFA;
Ensures provision of reliable and safe driving services: vehicles are MOSS compliant at all times: properly equipped with documents/supplies, insurance, logs, maps, first aid kit, and spare parts, daily vehicle logs are maintained, provides inputs to preparation of the vehicle maintenance plans and reports;
Maintain security plan, including updating staff lists, communication tree, and the full functioning of the security related equipment;
Maintain the International and National Warden System and Act as a building warden for fire, evacuation or other emergency;
Maintain radio communication system for all LOTFA staff including international and national staff in close coordination with the radio room. Report to the management on the defaulters;
As the contact point for LOTFA, to report on the security related issues and follow up on the security accident that happens to LOTFA staff members and project staff;
Coordinate with learning manager and UNDP Security unit training officer on mandatory security courses and maintain the staff database on completion of security mandatory; Organize training courses on security issues/awareness and preparedness.

Required Skills and Experience
Education:
University Degree (Bachelor’s Degree or Equivalent), preferably in social sciences, management, or a related security field, or formal multi-year education in Security Management, such as military or police, Junior Command and Staff College (minimum 9 months full time) qualification with command experience;
Formal training in security risk management.

Experience:
A minimum of 7 years of relevant security and development related experience (5 years if applicant is in possession of an Advanced University Degree in a relevant security field). Formal multi-year education in Security Management, such as military or police senior Command and Staff College (minimum 9 months full time) qualification, with command experience at senior level, is considered equivalent to an Advanced University Degree;
Previous experience of working in a conflict/post-conflict or crisis environment is an asset;
In-depth knowledge of security management and risk management;
Knowledge of UN/UNDP business, operations and programming cycle;
Knowledge of UNDP Country Office structure; roles and responsibilities of the Resident Coordinator, CD, DO, SMT, UNDSS and UN Security management System.

Language:
Fluency in written and spoken English is required;
Working knowledge of Dari and Pushtu is highly desirable, but is not a requirement.
