Job description

The General Secretariat of the Council of the European Union (GSC) is looking for a senior manager to head its Security Office.

We

The GSC assists the Council of the European Union and the European Council. Its role is to organise, coordinate and ensure coherence and continuity of the Council's work as well as provide political, procedural and legal advice to these institutions.

The Security Office protects EU heads of state and government, the President of the European Council, government ministers and visiting leaders from third states, and supervises the guarding of Council premises. It manages a 24/7 response capability, provides security awareness to staff and delegates and conducts security investigations.
It develops legal acts and policies on protecting EU classified information, including on classified IT systems. It monitors and recommends how to address security threats to the business of the European Council and the Council, including espionage. It also develops and coordinates the GSC's business continuity policy.

You
You are a dynamic manager, possessing leadership and decision-making abilities, to lead, inspire and motivate a team of around 160 staff members working in an international, multicultural and multilingual environment, including in high pressure situations.

You are an excellent communicator, well-versed in EU politics and policies, with strong capacity to develop and convey a clear strategic vision on the role of security in today's EU context.

Ideally, you possess a professional background in high-level management positions, preferably in an international environment, in one or more of the following areas: security, diplomacy, protocol, organisation and management of high-level political events. You have experience in one of the security-related domains: security risk management; management of comprehensive security programs; business continuity planning; development of policy on protecting classified information and accrediting classified IT systems.

You also have a good understanding of evolving security threats and of what is required to implement a comprehensive security programme and effectively manage security risks.

We offer
A permanent position in a key EU institution. Engagement will be at grade AD14. In addition to the basic salary, you may be entitled to various allowances. The salary is subject to a European Union tax deducted at source and is exempt from national taxation. The GSC also offers a comprehensive welfare package.
