Chief of Party – Mali Peace and Security

DAI seeks a Chief of Party for an upcoming USAID program in Mali that will strengthen targeted communities’ resilience to conflict and radicalization by working with Malian government actors and local communities to address priority development and reconciliation needs and to combat extremism. This small grants program seeks to reduce the isolation of target communities and increase the legitimacy of both local and central Malian government institutions through meaningful civic engagement and to strengthen the resilience of at risk groups against violent extremism. The components of this new USAID activity include: 1) improving citizen perceptions of Malian government actors in targeted areas; 2) strengthening communities’ social and economic resilience to negative external influences; and 3) Improve the role and voice of women and youth in political and peace processes in Mali.

The Chief of Party will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary. 

Other responsibilities include:
Serve as principal liaison on program communications and implementation with USAID, host country government, local organizations, international organizations, and community stakeholders.
Provide technical and intellectual direction and leadership; direct critical technical activities and field support.
Develop/oversee grants portfolio promoting peace, stability and democratization activities.
Develop and execute work plans for project activities.
Provide timely and accurate reporting to USAID on all program areas.
Present findings in both written and oral presentations as required.
Coordinate program activities with other donors, international organizations and NGOs.
Oversee all financial and administrative matters.
Manage, lead, and oversee all staff in achieving project results; oversee the planning process and produce a strategic plan for project deliverables.

Advanced degree in public or international affairs, peace studies, conflict resolution, violence terrorism and security, or related field preferred.
Minimum of 10 years previous professional experience in fields closely related to peace, conflict mitigation, and democracy
Prior experience leading programs or activities that promote peace, security, and countering violent extremism preferred.
Prior experience leading large grants portfolios in democratization, peace, reconciliation, and capacity building.
Prior experience developing or leading communications and outreach programs preferred.
Minimum of 8 years of senior-level experience in managing a complex activity required, including prior Chief of Party, Team Leader, or Technical Director experience with proven project management, leadership, change/ transformation management, and technical skills.
Minimum of 5 years of experience working in Mali or similar country contexts required.
Demonstrated experience working with senior host-country counterparts and international organizations
Excellent collaboration/donor coordination skills required.
Fluency in English is required; professional proficiency in French is required, with fluency preferred.
