Senior Operations & Security Officer , Somalia


Location:  Somalia

Objective
The Senior Operations / Security Officer (SOSO) will be responsible for coordinating and supporting effective, safe and secure management of field operations for TIS+. In undertaking these responsibilities, the SOSO will work under the direction of the Operations Manager based in Nairobi, and directly support all program and operations staff based in all TIS+ regional offices. He/She will work closely with the Operations Manager, Finance and Admin Manager, and program staff in the Kenya, Somalia and Somaliland locations. Where necessary, the incumbent will also coordinate with USAID/East Africa, Somalia Office and other USAID and other donor program partners in Somalia and Somaliland. It is expected that this role will establish and maintain effective, robust, but realistic security management procedures and operational efficiencies and effectiveness that help to ensure the safety and security of TIS+ staff and contribute to continual success of the TIS+ program.


Primary Responsibilities
Responsibilities include, but are not limited to the following:

Be the lead TIS+  national staff member in Somalia with respect to security management. S/he will
liaise with security providers, counterparts in the government and other assistance agencies and programs to support and oversee effective and reliable static and mobile security for all TIS+ staff in Somalia, within  security standards
Operational responsibility for planning, preparation, implementation and oversight of staff movements and organizational security in Somali;
Support ongoing threat, risk and vulnerability assessments of operations in Somalia, including supporting senior management and project managers in the assessment and management of internal and external threats;
Support the updating and implementation of country security standards, policies, procedures and guidelines in keeping with  overall security policies to ensure ongoing maintenance of security and protection of the company’s personnel and physical assets;
Manage movements of staff from field offices to remote locations, overseeing flight and overland travel arrangements, with appropriate security measures in place and ensuring compliance with  security and communications protocols, including ongoing support to a TIS+ traveler/newcomer security briefing.;
Identify security (including first aid) training requirements, developing and delivering courses where appropriate;
Support timely and accurate preparations of the monthly FOER and ensure ensured proper backup is included for project expenses for the Mogadishu and regional offices in Somalia;
Oversee travel and hotel arrangements for incoming staff, partners and consultants;
Supervise the security guards, cleaning staff and other outside service providers in Mogadishu;
Oversee the application and renewal of the Somalia country registration work permit and licenses and any other official documents to better facilitate TIS+ implementation;
Coordinate with the Nairobi TIS+ office unit in organizing and maintaining a filing system for field office project documents in OneSource;
To ensure that all the SOP for Somalia and Somaliland are in place
Maintain files of field reports and assist in tracking timeliness of field team reporting.
Assist in formulating and implementing office policies and practices in line with corporate policies and Somalia laws;
Be a resource and advocate for OneSource system and ensure that necessary project documents are uploaded to the site;
To work with Procurement Department in Mogadishu to ensure smooth day to day activity
Liaise with the Proc/Logistics Officer and Finance Department for field travel logistics including processing of travel advances
Coordinate security and travel for staff traveling to and from the Kenya and Somaliland offices.
Prepare trends and emerging security issues for management review
Provide a written weekly report to  Operations Manager and the COP.

Reporting:
The Senior Operations & Security Officer will report to the Operations Manager

Qualifications:
Must have five (5 ) years’ program / operations management experience;
Five years’ experience with international organizations in Somalia, with a preference for experience in USAID policies and procedures in regards to financial management, procurement processes and USAID Contractor management systems;
Experience with operationally focused USAID/OTI - or similar fast moving grant making programs;
Demonstrated capacity to communicate security-related concepts to a broad range of technical and non-technical staff.
Have a working knowledge of pertinent Somali laws and demonstrated contacts within the security community;
Have a solid understanding of threat assessment and a positive and constructive approach to security implementation;
Excellent interpersonal and communication skills;
High level of organizational skills and time management;
Ability to work as part of a larger team and also provide strong team leadership and positive direction;
Proactive work ethic and demonstrated reliability in compliance with rules and regulations.
Minimum of a Bachelor’s degree in international development, international
relations/affairs, business, management, finance, or a related field.
Demonstrated ability to communicate effectively in English, both verbally and in writing
