Security Manager (Independent Media in Syria Program)

Summary of Position
IREX seeks a Security Manager to work on an Independent Media Program for Syria (based in Turkey). The overarching objective of this program is improved access for Syrians to unbiased, accurate information as a means to empower citizens, hold Syrian regime and opposition groups accountable, and counter extremist narratives, while continuing to build and support the independent media sector in Syria. The Security Manager will be responsible for ongoing security and risk assessments and any logistics for security related training and activities.

The position is contingent on funding.

Summary of Responsibilities:

Work with the Program Director to define the security strategy for the program including identification of risk mitigation measures
Support ongoing contextual analysis in order to track major developments related to the security situation in the program areas of operations
Advise program management on specific security issues and take a central role in incident and crisis management situations
Communicate and coordinate security activities and tasks with IREX home office
Monitor the transfer of funds and goods to grantees inside Syria
Coordinate and liaise with other NGOs, UN agencies and Turkish and Jordanian authorities / security services to establish a network for security information exchange
Assist in and/or lead the assessment of new areas of operations
Conduct regular security risk assessment for all program locations
Lead the operations team in providing security training to staff
Respond to, record and track program-relevant incidents and provide analysis of key trends and risks
Develop and implement relevant security-related documents (security plans and SOPs, evacuation plans, contingency plans etc.) for all program locations
Draft and assist in the preparation of periodical and ad hoc reports


Skills and Qualifications:
Minimum four years’ experience working at a senior level on security management
Experience providing security coordination and oversight for international development programs
Demonstrated ability of decision-making, communication, incident management, conflict resolution and negotiation
Excellent project management skills
Strong cross-cultural communication skills
Excellent writing, synthesis, analytical and presentation skills, and attention to detail
Ability to work under pressure and manage stress
Experience working and living in developing country environments preferred
Fluency in English required, Arabic language skills a plus
