Norwegian Church Aid works with people and organisations around the world in their struggle to eradicate poverty and injustice. We provide emergency assistance in disasters and work for long-term development in local communities. In order to address the root causes of poverty, we advocate for just decisions by public authorities, businesses and religious leaders.

The Department of International Programmes, together with Norwegian Church Aid’s representations world wide, are to carry out the organisation’s international development assistance according to the organisation’s statutes, strategies, and plans. An overall approach to this task implies that Norwegian Church Aid’s three working methods, Long-term development assistance, Emergency preparedness & assistance in disasters, and Advocacy are looked at as a whole and implemented in an integrated way.


About
Norwegian Church Aid (NCA) has 1,000 employees in more than 20 countries, several of which are located in high risk areas. Security for humanitarian organizations is becoming increasingly complex and NCA is therefore facing several new security challenges. To strengthen the organization’s safety and security work, we are now looking for a Security Advisor to work with our security team that is based in Oslo.

Safety is a high priority for NCA and the successful candidate will join a fast-paced and positive team environment where they will be given a high degree of responsibility in supervising meaningful and exciting projects. NCA has over the last year done a full revision of its security framework and new standards and tools have been developed. We are now facing an active implementation phase where the new framework will be introduced and implemented in all our country offices. This will therefore require extensive travel during the coming year with a focus on training and further strengthening the safety culture in NCA’s offices. This is a permanent position and we need someone to start as soon as possible.

In parallel we are also seeking to extend our Emergency Roster with 2-3 Security Advisors, with the same qualifications as the permanent position. These positions with the Roster will be fixed-term contracts with varying durations. Job Description
Maintain and coordinate the safety work for NCA’s Humanitarian Team in their global work.
Contribute and participate in the organization’s strategic work related to safety.
Conduct security risk assessments and safety audits at NCA’s country offices and contribute to the development and monitoring of their safety plans.
Perform security training within the organization, both in Norway and internationally.
Strengthen internal communication regarding security, both for staff and for members of the Emergency Roster.
Work to further develop and strengthen NCA’s crisis management capacity on a global level.
Deputise for the Security Manager when required to.
Contribute to results-oriented planning, monitoring, documenting and reporting on security aspects and help develop security related standards and tools.
Monitor and report on developments, especially in high-risk countries.


Qualifications
Higher relevant education, preferably within social sciences, criminology / law enforcement and / or military education.
At least three years’ working experience from one or more of the following: aid and / or humanitarian work, international field experience, and / or security and emergency work.
Experienced with conducting security teaching and training.
Experience conducting analysis work.
Military or police experience is beneficial.
Extensive travel to the field must be expected.
Personal Qualities
Able to work independently and make sound judgments based on experience, maturity and common sense.
Good communication, relationship and team building skills.
Solution-oriented, analytical and structured work style.
Flexibility and ability to work well under pressure.
Excellent English communication skills, both verbal and written. Knowledge of
French is beneficial.
