Logistic and Security Manager – based in Bangui, Central Africa Republic (CAR)

Central Africa Republic is one of FCA’s main program countries, where the organisation engages in relief and reconstruction work. FCA established a field office in the country in the autumn 2013.
Since its establishment in Bangui, FCA has developed its program to responds to the acute humanitarian crisis, with a specific focus on the education sector, and more specifically on the rehabilitation of school structures. Aiming at restoring access to safe and quality education in CAR, FCA will aim at scaling up its reconstruction activities while exploring additional sectors of activities relating to its themes Right to Peace and Right to Livelihood.

The programme for 2015 is mostly oriented in supporting efforts in the transition from an emergency to a post-crisis situation, with an expected relevant scale-up of programme volume.

The Logistic and Security Manager´s responsibility is in charge of building the capacity of the local logistics support team. He/she will also monitor and analyze the security situation and will provide advice and recommendations to the Country Manager on improving safety and security systems in FCA CAR

Areas of Responsibility:
manage the proper set up / rehabilitation / running of the main FCA office in CAR, its base(s), and guest house,
ensures the proper functioning of supply chain including procurement planning, purchasing of goods and services, their transport and storage,
supervises the organization, planning, and maintenance of the fleet,
evaluates/reports the need and ensures the proper use of FCA equipment, assesses and ensures the functioning of means of communication appropriate for smooth running of FCA projects,
manage logistics team (logistics, procurement, warehousing staff, drivers and guards)
coordinates work closely with the Programme Manager and the Fin/Admin Manager,
reports and advises the Country Manager regularly on security threats and mitigation measures,
provides training on safety and security to all FCA staff in CAR,
liaises with partners and other actors (UN, INGO, Government) in CAR relevant for logistics and security,
be responsible for updating existing as well as developing standard operating procedures, contingency plans, evacuation plans including up to date security risk assessments,
provide risk briefings to senior FCA staff on the country, regional and HQ levels on any security concerns for official travel or daily activities.
develop security briefings for visitors from abroad coming to CAR

Competence and Personal Requirements:
At least 5 years’ experience working with NGOs and/or other international agencies.
High level computer literacy and knowledge of spreadsheet applications.
Knowledge of standard logistics procedures and practices required.
Some knowledge of financial and HR procedures expected.
Good level of technical skills in mechanics / IT / communications or other desired.
Good communication and representative skills.
Ability to multitask and deal with stressful situations.
Ability to adapt within the working environment.
In-depth knowledge of security management, risk management and disaster management.
Strong analytical as well as administrative and conceptual skills.
Experience working in the designated area of operations.
Management and/or supervisory experience.
Fluent in written and spoken English and French.
Emergency First Aid qualification.
Training in safety, fire and evacuation procedures.


How To Apply: 
The contract duration is for 1-2 years subject to negotiation. The deployment will begin with an orientation period in FCA HQ, Helsinki, Finland. The compensation is based on FCA Compensation System and depends on prior work experience. Monthly salary includes adverse working conditions allowance. The position is a no-family post, and accommodation might be co-housing.
